CHINANEWS.COM July 6, Zhanjiang (Liang Sheng Guan Tianchong) On July 6, the 2018 Principal Forum of Cross-Strait Normal Universities was held in Zhanjiang, Guangdong. Officials and professors from more than 20 universities and colleges in mainland China and Taiwan discussed the institutional reform issue of normal colleges and universities across the Taiwan Strait.

Wu Qingji, President of Taiwan University of Education and Taiwan Normal Education Society, said that after the diversification of teacher training, training high-quality teachers has become a top priority for the reform and development of normal colleges and universities. He suggests to establish a high-quality teacher training mode with colleges as the main body, government as the leading factor and urban quality primary and secondary schools and rural schools as the main position of practical teaching to give full play to the synergy of normal colleges and universities, government departments, professional education organizations and primary and secondary schools; the government should support and encourage schools and professional education organizations to develop distinctive training programs.

"The weakening of teachers' education in normal colleges and universities and the incompatibility between the cultivation structure, level and quantity of normal university students and the development needs of education are the prominent problems of teacher and education issues currently." Zheng Wen, Director of the Higher Education Department of the Education Department of Guangdong Province, introduced that Guangdong has taken the lead in promoting the construction of "New Normal Schools" nationwide; the province has improved the quality of teachers' education by clarifying the orientation of normal colleges and universities, establishing the national teacher and education innovation experimental zone, implementing the training plan of government-funded oriented normal university students and "excellent teacher training plan" and initiating the professional accreditation of normal schools.

According to Liu Minggui, Principal of LNU, the institutional reform and innovation as well as the improvement of the organizational vitality and operational efficiency of normal universities are undoubtedly the organizational guarantee to improve the education and teaching productivity of the universities. LNU has seized the opportunity of "New Normal Schools" construction in Guangdong and adhered to the school-running orientation of sticking to the nature of being a normal university, the teaching model, the local gender and the application-oriented feature; it has promoted the reform and innovation of teachers' education by implementing "six major projects", including improving the quality of teachers, enhancing quality, reforming the system and mechanism, optimizing the resources allocation, strengthening the cohesion of the people and focusing on the Party building.

According to Huang Wei, Vice Principal of LNU, currently the open pattern of teachers' education has been formed, and it is difficult for normal universities to compete with comprehensive universities. Therefore, it is necessary to promote the transformation of teachers' education based on the public, professional, practical and lifelong characteristics of teachers' education. In this regard, government support and guarantee is the key. We should establish the professional thought, implement limited openness, and establish a training mode of "leading by normal universities, coordinated by local governments, and actively participated by primary and secondary schools" and pre-occupational cultivation and post occupational training.

According to Wu Wudian, honorary professor of the Department of Special Education of National Taiwan Normal University, to break through the bottleneck of teachers' professional development, it is necessary to construct a two-track (school-based training and institution-based training) professional development system of teachers. Huang Xiushuang, former Principal of National University of Tainan, believes that in the face of the tide of teachers' education reform, normal universities on both sides of the Taiwan Strait can strengthen exchanges in system, curriculum, teaching, talent cultivation and other aspects to improve the quality of teachers' education. Professor Yang Siwei, former Principal of National Taichung University, learnt from the educational system reform in Japan and proposed that it is necessary to strengthen the integrated system of pre-occupational cultivation, employment and on-the-job training to train qualified teachers.
