The 2018 Cross-Strait Normal University Presidents Forum was held in Zhanjiang on July 6. It was jointly hosted by Lingnan Normal University (LNU), Taiwan Normal Education Association and Taiwan Education University System. More than 70 university presidents, experts and professors from more than 20 colleges and universities across the Taiwan Straits gathered together to discuss the revitalization of teacher education, and analyze the reform and innovation of the institutional mechanisms of normal colleges and universities.
Wu Ching-chi, President-General of Taiwan Education University System and Director-General of the Taiwan Normal Education Association, said that education represents the spirit of devotion and sacrifice, and has gradually become a career or a job. After teacher education is diversified, training of high-quality teachers has become a top priority of normal colleges and universities. The development strategy of the "new teacher training" proposed by Guangdong Province meets current needs. According to Wu, for the purpose of training of high-quality teachers, a "UGSS" joint training model needs to be established and the synergistic effect among universities, governments, professional educational organizations, and primary and secondary schools to be given full play.
"The teacher education in normal colleges and universities is weakened, and the training structure, level and quantity of normal university students do not address the needs of education development, which is a prominent problem facing teachers' education." Zheng Wen, Director of the Division of Higher Education in Guangdong Provincial Department of Education, introduced that Guangdong Province takes the lead in promoting the development of “new teacher training” across China with multiple measures, such as making clear the positioning of normal colleges and universities, setting up national teacher education innovation pilot zones, implementing a normal university students orientation training program at public expense and the “Excellent Teacher Training Program,” and starting certification of teacher training disciplines.
Liu Minggui, Party Secretary and President of LNU, noted that the reform and innovation of the institutional mechanism and the improvement in the organizational vitality and operational efficiency of normal colleges and universities undoubtedly provide organizational guarantee for improving the productivity of education and teaching. Taking the opportunity of the development of the "new teacher training" in Guangdong, the LNU will adhere to the teacher training-, teaching-, local and application-oriented positioning, and advance its reform and innovation through six major projects, including the strong teaching staff project, the quality improvement project, the institutional mechanism reform project, the resource allocation and optimization project, the people uniting project, and the Party building project.
Inspired by fast food and Michelin Guide in the catering industry, Professor Lu Xiaozhong from South China Normal University said that teacher education should not be standardized like fast food, but be customized like the Michelin Guide for the training of teachers with a sense of happiness, achievement and honor of work. Professor Huang Hsiu-Shuang, former President of University of Tainan, said that normal colleges and universities on both sides of the Strait may strengthen exchanges and cooperation in systems, curriculum, teaching, and talent cultivation, and learn from each other to promote reform and innovation.
"The open pattern of teacher education has taken shape, and it’s hard for normal colleges and universities to compete with comprehensive universities in strength." Professor Huang Wei, Vice President of LNU, pointed out that given the public, professional, practical and lifelong characteristics of teacher education, government support is the key to transformation and development of normal colleges and universities, and a collaborative training system among government, universities, and primary and secondary schools should be established based on limited opening.
Wu Wu-Tien, an emeritus professor at Taiwan Normal University and a special-term professor at LNU, pays attention to the professional development of teachers. He indicated that the incomplete teacher training system is a key bottleneck for the professional development of teachers, and it is necessary to build a two-track teacher professional development system - school-oriented training and institutional training. Professor Yang Szu-Wei, former President of Taichung University of Education, took the reform of Japan’s teacher education system as an example, saying that the system of integrated strengthened pre-service training, employment and on-the-job training should be adopted to cultivate quality teachers.
Li Min, Vice President of China West Normal University, shared their experience of training excellent secondary school teachers by offering continuous training in undergraduate and postgraduate periods and integrating pre-service training with on-the-job training. Wang Zhuohua, President of Yulin Normal University, noted that local normal colleges and universities should improve management level under the guidance of connotative development. Li Jun, President of Xinyang Normal University, pointed out that under the backdrop of "de-pedagogics" and "de-ruralization", local normal colleges and universities should assume their social responsibilities and become the main force for the cultivation of rural teachers.
