Regulations on Scholarship Evaluation for LNU Outstanding International Students

Chapter One General Rules

 

1. To carry out China’s guidelines and policies on the education of international students, enhance the overall quality of international students, and cultivate highly-competent talents who love Chinese culture and are friendly to Chinese people, the Regulations are hereby formulated in accordance with the state regulationsthe Interim Provisions on Management of Guangdong Government Scholarship for International Students and and the current practice of school.

2. The scholarship evaluation for outstanding international students in China is carried out mainly based on three aspects: basic quality, academic record and innovation ability.

3. These Regulations apply to the scholarship evaluation for full-time international students who are registered in Lingnan Normal University (hereinafter referred to as “LNU”) in each academic year. Scholarship candidates are determined after the final exam grades at the end of each academic year are announced. Students who fail to pass the assessment in basic quality or academic record will be, in principle, disqualified from the scholarship application for the current academic year.

4. Category of scholarships: Guangdong Government Scholarship of CNY 10,000 for International Students, or Lingnan Normal University Scholarship of CNY 10,000 for Outstanding International Students. The application for Guangdong Government Scholarship is made by the students on a voluntary basis as required by the Interim Provisions on Management of Guangdong Government Scholarship for International Students, and submitted by the evaluation body of the University to Guangdong Government after review for the latter to select the scholarship recipients after examination and approval. The number of LNU Scholarships awarded is determined by the University based on the actual situation.

 

Chapter Two Basic Quality Assessment

 

5. Basic quality (G1) is assessed mainly from the following three aspects: learning attitude, physical and mental health, and civilized behavior, and its content are as follows.

 

I. Learning attitude

Have a clear learning goal, proper learning attitude, and respect teachers; be modest and eager to learn. No unexcused absence, lateness or early leave; participate actively in teaching and research activities.

 

II. Physical and mental health

Foster a sense of physical and mental health, establish good interpersonal relationships, and participate actively in various out-of-class cultural and sports activities. Love labor, keep clean and tidy.

 

III. Civilized behavior

Comply with Chinese laws and regulations, observe public order, follow the rules and disciplines and dormitory management regulations of the University. No violation of laws and regulations.

6. For applicants having any one of the following acts, the basic quality assessment will be rated unsatisfactory:

I. Applicants who have been punished by administrative agencies or the judicial department for violation of Chinese laws and regulations;

 

II. Applicants who have been punished for violation of the school rules discipline;

 

III. Applicants who obtain unsatisfactory results from inspection of the international student apartments, and those who bring about adverse social influences on the University or the collective for his or her inappropriate words and acts.

 

Chapter Three Academic Record Assessment

 

7.Academic record (G2) is measured by the average scores of international students, which is calculated as follows: G2=Xi/Yi. Wherein:

 

Xi -- The sum of the grades of all courses involved in the assessment process (in hundred-mark system).

 

Yi -- Number of courses.

 

If any international student fails any course for the current academic year, it will be deemed that he or she fails to pass the assessment in academic record, and he/she is not eligible for scholarship application.

 

 

Chapter Four Innovation Ability Assessment

 

8. Innovation ability (G3) refers to the achievements a student has made in learning, sports, cultural or social activities by giving full play to their own strengths and creativity in the academic year. The University encourages international students to take an active part in various academic, sports, cultural or social activities at all levels to learn more about Chinese culture and promote mutual communication.

 

9. International students who participate in various academic, sports, cultural or social activities at all levels or serve as the head of various groups and student organizations at all levels will be given appropriate extra points. The cumulative extra points shall not exceed 20, which will be counted towards the students’ total assessment score of innovation ability.

 

10. Applicants participating in the same category of competitions (activities) will be given extra points on basis of the highest score rather than on a cumulative basis. Applicants participating in several competitions or holding several positions will be given extra points by the highest award ranking for the first 10 times or the highest positions; 20% of the points will be given for the second one, and at a decreasing rate of 2% for the subsequent ones.

 

11. In case of any fraud or false report of the achievement found in the assessment of innovation ability, all extra points awarded will be deducted upon verification, and the basic quality assessment result is deemed to be unsatisfactory.

 

12. Extra points are given for Academic Star by the following standard:

 

I. Applicants who participate in various academic competitions (activities) at international (including national), provincial, municipal, and university level are awarded 3 points, 2 points, 1.5 points, and 1 point respectively.

 

II. Applicants who are prize winners in competitions (activities) at relevant level are awarded extra points by multiplying the coefficient of 2, 1.5 and 1.2 respectively for the first (including special prize), second and third prize respectively.

 

III. Applicants who have published paper in the provincial, national core, and international academic publications are awarded 1 point,2 points, and 4 points respectively. Applicants who are editors-in-chief and co-editors academic publications are awarded 3 and 1.5 points respectively, and those who have authored or co-authored books are awarded 4 and 2 points respectively.

 

IV. Applicants who obtain research and scientific inventions at university, municipal, provincial, national and international level (subject to the identification) are awarded 0.5 point, 1 point, 2points, 3 points and 6 points respectively.

 

13. Extra points are given for Sports Star by the following criteria:

 

I. Applicants who are the head coaches, the coaches and leaders of an individual sports team or participants of school games are awarded 0.8 and 0.2 point respectively;

 

II. Applicants who are prize winners (including coach and captain) in various competitions (including collective events) are awarded 2 points, 1.6 points, 1.2 points, 0.8 point, 0.6 point, 0.4 point, 0.3 point and 0.2 point respectively by the ranking from the first to the eighth place.

 

14. Extra points are given for Literature & Art Star by the following criteria:

I. Applicants who participate in various artistic and cultural activities at international (including national), provincial, municipal, university and school level are awarded 3 points, 2 points, 1.5 points, 1 point and 0.2 point respectively.

 

II. Applicants who are prize winners in competitions (activities) at relevant level are awarded extra points by multiplying the coefficient of 2, 1.5 and 1.2 respectively for the first (including special prize), second and third prize respectively.

 

III. Applicants who participate in an artistic and cultural activity at international (including national), provincial and municipal level reported by the news media are awarded extra points by multiplying the coefficient of 1.6, 1.4, and 1.2 respectively.

 

IV. Applicants who are leaders of teams having 5 or more members participating in an activity at international (including national), provincial, and municipal level are awarded 1.5 points, 1 point, and 0.5 point respectively.

 

15.Extra points are given for Star of Social Activity by the following criteria:

I. Applicants who participate in various social activities at international (including national), provincial, municipal, university and school level are awarded 3 points, 2 points, 1.5 points, 1 point and 0.2 point respectively.

 

II. Applicants who are prize winners in competitions (activities) at relevant level are awarded extra points by multiplying the coefficient of 2, 1.5 and 1.2 respectively for the first (including special prize), second and third prize respectively;

 

III. Applicants who are the heads of associations or student organizations are awarded 2 points, and those who are members of other teams are awarded 1 point. Applicants who are the heads of associations or student organizations (including monitors and floor leaders) are awarded 1 point, and those who are members of other teams are awarded 0.5 point;

 

IV. Applicants who participant in an activity involving 200, 500, or 1,000 participants are awarded extra points by multiplying the coefficient of 1.2, 1.4, and 1.6 respectively. Applicants who participate in an activity at international (including national), provincial and municipal level reported by the news media are awarded extra points by multiplying the coefficient of 1.6, 1.4, and 1.2 respectively.

 

16. Growing Star: Applicants who do not have outstanding achievements, but actively participate in various competitions can be awarded the individual scholarship of “Growing Star” as an encouragement.

 

Chapter Five Evaluation Body and Procedures

 

17. The Class Assessment Team should be set up in each class of the school which the international students belong to, consisting of the head teacher, counselor and class leaders. The Class Assessment Team assesses the comprehensive quality of the students. Each relevant secondary school sets up the Leading Group for Students’ Comprehensive Quality Assessment (hereinafter referred to as the “Leading Assessment Team), consisting of 5-7 members, including the Party Secretary and Dean of relevant school as the head, the Deputy Party Secretary and the Associate Dean of relevant school responsible for teaching affairs as the deputy head, the head teachers and the counselors as the basic members. The Leading Assessment Team listens to the report made by the Class Assessment Team, verifies each assessment process, and makes decisions on any objections during the assessment process.

 

18. The total assessment score of basic quality (G1) is 100 points, of which the assessment score graded by the head teacher, the counselor and the class leaders accounts for 30%, 30% and 40% respectively. When basic quality is assessed in each class, the counselor chairs a democratic appraisal meeting, and the specific score is calculated by the Class Assessment Team.

 

19. Academic record (G2) is assessed by the Class Assessment Team.

 

20. For extra points awarded to innovation ability (G3), the applicants should submit supporting documents to the Leading Assessment Team for identification, which assigns extra points at its own discretion on this basis. For extra points awarded to social work, the specific points will be assigned upon consultation of the department the applicants work for and the Leading Assessment Team of the school the applicants belong to.

 

21. The above assessment results are calculated and summarized by the Class Assessment Team. Upon signature of the applicants, the results will be submitted to the Leading Assessment Team for preliminary approval and then announced. Any objection should be submitted to the Leading Assessment Team within the announcement period, which should handle it within three days.

 

22. The University shall establish a leading group for assessment review, consisting of the leader in charge of foreign affairs as the head, the Director of the Office of International Exchange and Cooperation and the Deans of the relevant secondary schools as the deputy head, the Deputy Director of the Office of International Exchange and Cooperation, and the chief of the Foreign Teachers and International Students Management Section as the basic members. If there is not any objection raised during the announcement period, the preliminarily reviewed assessment results of relevant schools will be reported to the Office of International Exchange and Cooperation. The Leading Group for Assessment Review of the University will verify and announce the preliminarily reviewed assessment results submitted by the relevant secondary schools after review and coordination. Any objection should be submitted to the Leading Assessment Team of the University within the announcement period, which should handle it within three days. Finally, the Office of International Exchange and Cooperation announces the list of recipients of outstanding international student scholarships.

Chapter Six Assessment Results and Applications

 

23.The students’ final comprehensive assessment results in each academic year (G) is the sum of the basic quality assessment scores, academic record assessment scores, and extra points for innovation achievements, that is, G=G1+G2+G3.

 

24.The comprehensive quality assessment results can provide a basis for selection of outstanding graduates and recommendation to employers.

Chapter Seven Supplementary Provisions

 

25.These regulations shall take effect from their date of issue, where the right of interpreting the details belongs exclusively to the Office of International Exchange and Cooperation.
