Chapter One General Rules
1. In order to better regulate the behavior of our international students, LNU has implemented the following regulations with the “Administrative Regulations on the Acceptance of International Students in Higher Education Institutions” jointly issued by the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security.
2. International students in China (hereinafter referred to as the " international students") are Non-Chinese students, whose purpose at LNU is to study for a bachelor degree or any other course requiring academic expertise such as language courses or similar programs.
Chapter Two International Student Management and Services
3. The Office of International Exchange and Cooperation (hereinafter referred to as the "The International Office") is the central administrative department of the school’s international student affairs, which is responsible for enrollment publicity, enrollment, registration, daily life management and teaching coordination of international students of all categories and levels, and is in charge of foreign affairs of foreign students, guidance on visas and other required documentation, guidance on insurance, organization of culture experience activities, and cooperate with functional departments such as the Academic Affairs Office and relevant LNU departments to do other tasks.
4. The Academic Affairs Office is responsible for reporting the student status information of international students to China Higher Education Student Information (CHSI) website, and is responsible for managing school status (including attendance, transfer of majors, suspension, resumption, dropout, transfer, graduation and leaving school, etc.), course selection, academic performance, teaching plan revisions (including course arrangements and credit requirements), and academic diploma and degree awarding of international students, in conjunction with the school/ college the international student is affiliated to.
5. The school/ college the international student is affiliated to is responsible for the formulation and implementation of the teaching plan and the coordination of the payment of sundry fees; after completing the procedures of attendance, transfer of majors, suspension, resumption, withdrawal, transfer, graduation and leaving school, etc. of international students, it must report to The International Office; before The International Office has hired a full-time International Student Counselor, the school/ college the international student is affiliated to is responsible for the daily management.
6. The Dormitory Management Centre of The Student Affairs Office is responsible for the accommodation management of international students.
7. The Personnel Department is responsible for the examination, approval, deployment and training of foreign students' teachers.
8. The Finance Office is responsible for international students' sundry fees and related expenses settlement.
9. The Security Department is responsible for the registration procedures of international students when they arrive at LNU, security during their stay in LNU, and related publicity and education.
Chapter Three Category, Enrollment and Admission of International Students in China
10. LNU provides academic and non-academic education for international students. Students receiving academic education are undergraduate students; students receiving non-academic education are graduate students.
11. The enrollment of all kinds of self-funded international students of LNU is not subject to the national enrollment plan. The admission criteria and list of international students shall be determined by The International Office in conjunction with The Academic Affairs Office and the school/ college the international student is affiliated to, in accordance with the relevant regulations of the Ministry of Education. After the approval of the leaders in charge of the school/ college, The International Office shall handle the relevant procedures for international students to study at the university. Each secondary school/ college shall accept all kinds of foreign students as required by the school. Each secondary school should promptly and accurately report the enrollment of foreign students to The International Office, which will unify the admission, and to deal with the procedures of coming to school. No unit is allowed to enroll or admit international students without permission; no unit is allowed to set its own charging standards, collect fees without permission or conceal any information.
Chapter Four Code of Conduct for the International Students
12. Be a student with ideals and high aspirations.
①Cherish the opportunity to study here.
②The international student is expected to have ideals and high aspirations.
③The international student should be moral, learned, cultured, and self-disciplined.
13. Study seriously and constantly strive to be stronger.
①The international student is expected to treasure time, study seriously, plan his/her study well, adequately prepare for all scheduled classes and seminars and spend sufficient time in independent study regularly and participate a and in all group learning activities.
②The international student is expected to have the courage to bring forth new ideas and make accomplishments in schooling.
14. Abide by the laws of the Chinese government and comply with rules and regulations of LNU.
①The international student should abide by Chinese laws, and respect Chinese social morality, traditions, and customs.
②The international student who violates Chinese law will be punished in accordance with the Chinese law concerned.
③LNU respects international student’s national customs and his/her religious beliefs but does not provide any places to be used for religious purposes. The international students are not allowed to hold religious activities and gatherings on campus.
④The international student should not post or spread propaganda materials without permission given by LNU.
⑤The international student should use the Internet according to law and should not visit immoral websites.
⑥The international student should refrain from prostitution, gambling, using illegal drugs, being drunk and disorderly, and brawling.
⑦The international student should comply with LNU’s rules and regulations.
15. Comply with study requirements, regulations and maintain teaching order.
①The international student should be familiar with and comply with all the requirements of his/her degree program or research and its regulations.
②The international student should attend all scheduled classes on time, avoiding being late for class, only leaving class when the class ends.
③The international student should not miss a class, not speak on the phone, not send or receive messages, not listen to music, and not sleep in class.
④The international student should studiously complete assignments and hand them in on time, avoiding plagiarism.
⑤The international student should seek timely advice and support early whenever he/she needs clarification on any aspect of his/her program, which is concerned with academic problems.
⑥The international student should inform the relevant department, if there is any change which may affect his/her study.
16. Be honest, faithful, and self-disciplined.
①Be a student of his/her word, do not tell untruths.
②Comply with academic disciplines and observe academic integrity, no cheating, and no plagiarizing.
③Do not steal from others.
④The international student should be self-respectful and self-disciplined.
17. Be well-mannered, cultivated, and kind.
①LNU requires the students to remember that, they are representing LNU and its values all the time
wherever you are.
②Behave in an appropriate manner, and be a moral and honest student. Board a bus in a queue or wait in a line when buying food at the canteen. Do not smoke or talk loudly in public places. Do not eat snacks during class. Be dressed neatly and with respect towards others, avoid attending class or going to an office wearing a singlet or flip-flops.
③Respect public facilities and be public-spirited.
④Be respectful of teachers and friendly to fellow students.
⑤Have the spirit of teamwork.
⑥Dress neatly and be courteous.
18. Treasure resources by being diligent and thrifty.
①Protect nature and the campus environment. Do not litter peels, scraps of paper, cigarette butts, or other dirty items. Do not spit. Do not dump any litter waste.
②Treasure resources; cherish the achievement of other’s and their social labor.
19. Build up a strong and healthy body and love life. Be actively involved in recreational and sports activities to keep mentally and physically healthy.
20. Keep safe and avoid injuries.
①Comply with LNU’s safety rules and procedures.
②Enhance safety consciousness; avoid incidents such as drowning, fire, being mugged/robbed, traffic accidents, injury by typhoon, earthquake, mountain slide, and infectious diseases.
21. Love peace and respect mutually.
①Endear peace, understand and respect each other, develop friendships.
②Be kind, tolerant and positive.
③Oppose conflict, confrontation, violence; get on well with others.
Chapter Five Tuition
22. On arrival at LNU, all international students are required to pay a full year’s tuition and accommodation fees (¥ RMB) within a week of the beginning of the semester. If students study in the school for a period of less than a semester, they must pay half of the academic year’s tuition and accommodation fees. If students have not stayed in school for two semesters, but more than one semester already, they are still required to pay for one full year of tuition and accommodation. Students who do not pay their fees within the specified time will not be registered. Occasionally, if a student is suspended from university, withdraws voluntarily, or he/she is unable or unwilling to complete his/her education, the university insists on accommodation fees to be paid monthly if they were not previously settled in full. Accommodation fees in that month are not refundable if students decide to leave the dormitory after staying for less than one month.
23. Tuition fees will not be refunded to students who are expelled or drop-out from the university. If a student wishes to return to LNU in the middle of the semester, they must first pay fees equal to a full year’s tuition. Accommodation fees will be calculated according to the number of days when the student needs to occupy a dormitory room.
Chapter Six Enrollment and Registration
24. New international students need to submit their passport, JW202 forms, and the letters of Admission to the International Office to begin their admission process. If a student fails to arrive at school within two weeks of the start of classes without notifying the school by phone or writing, his/her admission will be canceled.
25. Physical examination records are required to be verified by the Zhanjiang International Travel Health Care Center. If the medical tests do not meet Chinese Health Care Center standards, the physical exam must be repeated at a local hospital at the student’s expense. If the physical examination results do not meet Chinese health standards, the student will not eligible to register.
26. New international students must appear at the Units of Exit-Entry Administration of Zhanjiang Municiple Public Security Bureau within 30 days of their arrival to apply for their Residence Permit.
27. Students must go to hospital to take physical examination, buy insurance and pay electrical fee they spent last academic semester and so on in promptly at the beginning of the semester, and then report to the school they are going to study to begin their registration process. If they fail to do so without asking for a leave first, they will be considered absent; if they don’t come to school within two weeks, they will be regarded as a drop- out.
Chapter Seven Attendance and Discipline
28. International students should take classes according to the schedule of their major and school. Students must consciously abide by the discipline of learning, attend class on time, avoid absenteeism and have valid reasons for lateness or leaving class early.
29. If international students have compelling reasons for not attending class, they must follow university regulations for taking a leave of absence. Students must submit a doctor's certified note for sick leave, and they also must submit a written report in advance. A request for leave must be approved by the school if the absence period is less than three days. It must also be approved by the school and the International Office, and then be submitted to the International Office for addition to the student’s personal record if the absence period is less than a week. A leave request for a period of less than two weeks must be approved by the school, the Academic Affairs Office, and the International Office where it will be placed on file. A leave of more than two weeks must be approved by the leader of the relevant department and the officials International Office, and the report will also be placed on file.
30. An international student’s leave duration may not be more than one-third of the total number of teaching hours per semester for their course of study. Exceeding this limit will initiate the drop-out process.
31. If an international student is absent from class without approval, or if he/she leaves the university before the semester ends, it will be treated as absenteeism.
32. International students who are rewarded with scholarships must have good grades in school and comply with the university’s disciplinary requirements.
33. All international students will observe Chinese holidays along with summer and winter holidays. International students are also eligible to take one day off to celebrate major festivals observed in their country. This type of holiday must not exceed 2 times each year.
34. Violation of university regulations shall be punished according to the seriousness of the offense. International students can be expelled from university for violating Chinese law and will be held fully accountable for their actions.
Chapter Eight Teaching Management
35. International undergraduate students must successfully complete all prerequisite courses in their program before they are permitted to graduate. Students will be awarded a diploma only after their program of study has been reviewed, and their results satisfy degree certification provisions found in the "People's Republic of China Academic Degrees".
36. International undergraduates are exempt from studying Marxist Theory, and from attending Chinese ideological, political and military education (including theory course and skills course). International undergraduates must achieve a minimum grade point average in their courses for graduation. A student’s total credits do not include those earned for prerequisite courses.
37. Specific provisions for the following courses are as follows:
A. Advanced Chinese (including writing) are required courses. These classes are worth 2 academic credits, comprise a total of 32 teaching hours, and should be completed during the first and second semesters.
B. Chinese Overview classes are required, are worth 3 academic credits, comprise a total of 48 hours, and should be completed during the third semester.
C. Physical Education (PE) is an compulsory course.
D. Undergraduate students whose mother tongue is not Chinese may be exempted from taking a foreign language course, but they should be encouraged to take a second or third foreign language course. International students engaged in non-English major programs are not required to complete the CET examination, and their scores will not affect their graduation and degree qualifications.
38. Chinese is the basic teaching language for international students. For international students whose Chinese level does not meet the requirements of professional study, LNU provides necessary conditions for Chinese remediation. LNU offers specialized courses taught in English or other foreign languages for international students according to the actual situation. For foreign students receiving academic education in foreign languages, the abstract of graduation thesis should be written in Chinese.
39. International undergraduates exhibiting good academic performance may be eligible for early graduation if they successfully complete their required courses ahead of schedule. If a student fails to complete a degree program course within four (or in some cases five) years, they can extend their study period, depending on the situation.
40. International undergraduates can use a flexible evaluation approach in their program. They can, for example, select oral and written interview results to establish their grade. Students can also request an extension of their examination schedule.
41. If international undergraduates who are studying in China do not understand the language, and/or cannot adapt to the Chinese learning methods, they should report their learning difficulties to the relevant department and ask for assistance. Students experiencing trouble may also ask for tutorial instruction from some of the outstanding Chinese students at the university.
42. The management of International undergraduates should refer to the "Lingnan Normal University Undergraduate Enrollment and Degree for Management Implementations" for information. However, students should be aware that some of the provisions mentioned there may not apply.
Chapter Nine Daily Management
43. LNU encourages international students to participate in recreational and sports activities organized by student associations; International students may also volunteer to participate in the celebrations held in China on major festivals. With the approval, international students can set up a social group on campus, and act within the scope stipulated by Chinese laws and regulations, and obey the leadership and management of the university.
44. The University respects the ethnic customs and religious beliefs of foreign students, but does not provide places for holding religious ceremonies or organize foreign students to participate in political activities. Missionary activities and religious gatherings are strictly prohibited on campus.
45. All relevant units should correctly guide and assist the work-study activities of international students. The colleges and other on-campus units that accept international students should report the relevant situation to the Office of National Communications and put on record before the international students start work-study programs. All relevant units should encourage international students to get along well with Chinese students of the university, unite and love each other, help each other, learn from each other, actively participate in and carry out various cultural and sports activities, and give support and help to relevant activities.
46. International students should abide by the Law of the People's Republic of China on the Entry and Exit of Foreigners and its Implementation Rules, the State Security Law of the People's Republic of China, the Regulations on the Administration of Foreigners' Religious Activities within the Territory of the People's Republic of China, and the rules and regulations of the university.
47. International students should live in the student apartment on campus according to the regulations of the university. In special cases, they can apply for off-campus accommodation, but they must go to the public security organ of their place of residence for registration. International students are not allowed to engage in employment, business or other business activities during their study in the university, but they can participate in work-study activities according to the regulations of the university.
48. With the approval of the University, international students may hold activities to celebrate important traditional festivals of their own countries in designated places and areas on campus, provided that they are not allowed to oppose or attack other countries or violate public morality in words and deeds.
Chapter Ten The Library
49. To receive a LNU library card, students first need to pay a deposit for which they will receive a receipt. International students who want their deposit returned at the end of their study period must first submit their deposit receipt and ensure that all borrowed resources have been returned to the library.
50. International students must take care of borrowed resources and ensure they have not been scratched or damaged.
51. International students must pay for any loss or damage of borrowed resources. A student’s library card is for personal use only and must not be lent to others.
52. According to library regulations, an international student can only borrow a limited number of books.
Chapter Eleven Accommodation Management
53. International student accommodation will be arranged jointly by the International Office and the Dormitory Management Center. The university only offers single accommodation to international students.
54. International students must always keep their room clean and quiet. A student’s room cannot be lent to others, nor can a student allow their guests to stay overnight.
55. Room facilities and furniture are provided for basic daily usage, and thus must not be modified or abandoned outside the premises. Students must not change the door locks nor duplicate keys or lend their own keys. When requesting or borrowing furniture and/or living items, these details must be reported to the Dormitory Management Centre for inventory purposes. Should anything be damaged or lost, students will be held accountable, and be held responsible for replacement of items if necessary.
56. International students must comply with fire and safety regulations. Starting a fire or being found guilty of arson are serious offenses, and students will be held criminally accountable for any damages or loss.
57. Students will be held personally responsible for any excessive electricity bills while they occupy their dormitory rooms. International students must conserve electricity whenever possible.
58. International students wishing to live off campus must register for a residence change at the local police station, and report to the International Office within a week and submit their new registered address and contact information. Otherwise, students are not allowed to live off campus, and cannot receive refunded rent.
Chapter Twelve Health
59. Prior to their arrival in China, international students must provide a certified medical examination and possess a health certificate that follows Chinese Sanitation and Quarantine Department requirements. Otherwise, on arrival in China they must visit a designated hospital to undergo a medical examination. Students suffering from infections and/or contagious diseases are not eligible to study in China and must immediately return to their own country.
60. International students are responsible for paying their own medical expenses. If they use a hospital designated by the university, they must first present their student ID card before receiving medical tests or a consultation.
61. Expenses incurred due to injuries and casualties either related to, or caused by, a violation of university regulations will be the sole responsibility of the student.
62. On arrival at LNU, all international students are required to purchase private health insurance from a company recommended by the university, and to which all such costs must be paid by the student.
Chapter Thirteen Travel
63. If international students want to travel in China during the holidays they must first report to the International Office before they leave the school. Students must always comply with the relevant provisions of China's public security while traveling.
Chapter Fourteen Scholarships and Awards
64. LNU sets up the following scholarships for international students: Undergraduate Scholarships for foreign freshman, Undergraduate Scholarships for outstanding international students, Scholarships for Chinese Language students. A scholarship committee shall be set up to evaluate international students' scholarships in a standardized, objective and open manner in accordance with the evaluation procedures and the principle of selecting the best students according to their academic conduct. After the list of scholarship winners is approved, the Finance Office will release the funds according to the approved amount of scholarship for international students. Scholarships should be guaranteed for exclusive use. The second level college of the winning student should inform the winning student of the details of the scholarship in time.
65. Scholarships for Chinese Language students at LNU .
① Object Oriented: long-term language international students who have a good record of conduct in LNU.
②Scholarship Conditions:
A. Foreign student holding a valid foreign passport, aged between 18-30 years old;
B. Abide by the laws and regulations of China and the rules and regulations of LNU;
C. The study period of the student is more than a year and he/she will continue to study in LNU in the next semester;(including the freshmen and present students)
D. Students who ranks high in comprehensive quality assessment.
③Scholarship amount: refund all the tuition
66. Undergraduates Scholarships for foreign freshman at LNU
①Object Oriented: foreign undergraduates in LNU(Freshmen)
②Scholarship Conditions:
A. International student holding a valid foreign passport, aged between 18-30 years old;
B. Abide by the laws and regulations of China and the rules and regulations of LNU;
C. Understand correspondence Chinese and provide relevant proof;
D. International students with high school education and excellent academic quality (Freshmen);
③Scholarship amount: 14800 yuan (including government scholarship)
67. Undergraduates Scholarships for outstanding international students at LNU
①Object Oriented: foreign undergraduates at LNU (Sophomore, Junior, Senior)
②Scholarship Conditions:
A. Abide by the laws and regulations of China and the rules and regulations of LNU;
B. Take part in courses not less than 80%;
C. Attendance rate is not less than 90%;
D. No other types of scholarship from the Chinese government obtained;
E. Students who ranks high in comprehensive quality assessment;
③Scholarship amount: 14800 yuan (including government scholarship).
Chapter Fifteen Graduate Students
68. International students who successfully complete their course work and dissertations will be issued a degree and diploma at the end of their study. International students who complete their course but fail to earn enough credit will be issued a degree only. For those students who fail to complete their study will be issued a Certificate of Study and their study period will be indicated on their certificate.
69. In accordance with the relevant regulations, the school will issue diplomas (certificates of completion and completion) or practical academic certificates to the international students who have obtained degrees. The completion certificates of the visiting students shall be formulated and issued by the National Exchange Office in conjunction with the Office of Academic Affairs in accordance with the relevant provisions of the Ministry of Education and the school.
70. International Chinese Language students must attend class and successfully complete all their examinations to earn a certificate. Should they fail their examination, they will not be eligible for a certificate.
Chapter Sixteen Leaving School
71. Prior to leaving the university, all international graduate students should prepare a list of all used articles, books, student ID cards, library cards, etcetera. They must settle any outstanding accounts with all relevant departments and submit their list to the International Office for audit.
72. International students should notify the International Office one day prior to their departure from the country and return any room keys and household items that are the property of their dormitory. Then, the room will be inventoried, and any outstanding accommodation costs will be settled.
73. International graduate students must leave the school within 2 weeks of completion of their study program. Should they wish to stay at the university longer, for any reason, they must submit a request to the International Office explaining their reasons. However, students must be aware that they no longer possess a valid student identity card, nor can they apply for a Resident Permit extension or entry visa.
Chapter Seventeen Supplementary Provisions
74. Management students from Hong Kong, Macao and Taiwan must follow these provisions.
75. These regulations shall take effect from their date of issue, where the right of interpreting the details belongs exclusively to the International Office of LNU.
