Ⅰ. International Student Admission Guide
1. Registration
1.1 New Student Registration
1) New students must register within the specified time frame at the International Office, Lingnan Normal University, bringing with them their passports, Letter of Admission and Form JW202. Degree-students and non-degree students pursuing studies other than Chinese language and culture must also register in the schools where their academic programs will be conducted.
2) Self-funded students must offer their receipts of tuition and fee payment or a bank statement showing the payment at the time of registration. They may also make the payment at the time of, and on the spot of registration.
3) Those who for some reason are not able to register within the specified time frame must obtain prior consent from the International Office for later registration. Those who fail to register within two weeks after the specified deadline without valid reasons will be automatically regarded as giving up the eligibility of admission.
4) The Letter of Admission for international students shall bear the official seal of the International Office, Lingnan Normal University. No other documents issued by any other organizations or individuals shall be deemed valid.
1.2 Orientation for New Students
After registration, new students will be asked to attend an orientation which will be organized by the school and relevant divisions, which include the explanation of relevant Chinese laws and codes of conduct, introduction to the on-campus rules and regulations, an explanation of the handbook for international students, etcetera. It is an event that all new comers are expected to attend and be punctual for.
1.3 Current Student Registration
Current students must register at the school within the specified time frame at the beginning of each semester. They need to bring with them their student cards, which will be made valid by stamping the registration seal on it. Those who are not able to register within the specified period for some unforeseen reasons must request in advance for permission of later registration, or else they will be treated as truants. Failure to register within two weeks after the specified deadline without permission will automatically lead to the cancellation of their student status.
2. Physical Check-up, Residence Permit & Visa
2.1 Physical Check-up
International students who will study for more than 6 months should take a physical check-up at Zhanjiang International Travel Healthcare Center (ZITHC); those who have taken a physical check-up in other places and hold a “Physical Examination Record for Foreigners” should go to ZITHC to have it verified. New students can apply for residence permits after they obtain a “Certificate of Heath Examination for International Traveler” issued by ZITHC. Those who are ascertained upon examination as patients of any disease due to which no entry is allowed, as specified in Chinese laws, shall leave China immediately for their home country. Students apply for the physical check-up, which should be done in the morning (9:00-11:00), with no breakfast, and must provide:
A. A valid Passport and one copy of the identification page;
B. Three passport-sized photos (approximately 2-inch square with a blue background);
Expenses on verification of the Physical Examination Records for Foreigners are borne by students.

2.2 Residence Permit & Visa
1) New students holding an X visa must apply for a residence permit to the Units of Exit-Entry Administration of Zhanjiang Municiple Public Security Bureau, within 30 days from the date of entry into China. New students with an F visa must secure a visa extension or residence permit before their visa validity expires. Those who exceed the specified time will be punished in accordance with relevant Chinese laws for illegal residence.
2) International students who are transferring from another city in China should go through the move-out formalities with the Units of Exit-Entry Administration of Zhanjiang Municiple Public Security Bureau, and then go through the move-in formalities with the Units of Exit-Entry Administration of Zhanjiang Municiple Public Security Bureau, within 10 days from their arrival at the university.
3) If any items on the residence permit change during his/her study at the university, the student must have the relevant information changed with the Units of Exit-Entry Administration of Zhanjiang Municiple Public Security Bureau within 10 days after the change takes place.
4) Current students must secure a visa extension from the Units of Exit-Entry Administration of Zhanjiang Municiple Public Security Bureau at least one week before their residence permit expires. Documents for a visa extension application include the applicant’s passport and certification issued by the International Office. Failure to secure the extension before the expiration of a residence permit will be deemed as illegal residence, and thus will lead to penalty in accordance with relevant Chinese laws. Students are advised to solve their visa problems during regular semester time as it is not handled during vacations. A residence permit may be extended up to one year at a time. No extension will be possible for students who are to leave the university after graduation or upon completion of their course of study.
5) International students may enter and exit China multiple times as long as their residence permits are valid.
6) International students who have lost their passports should inform the International Office and the Units of Exit-Entry Administration of Zhanjiang Municiple Public Security Bureau immediately, obtain certification for the loss, apply for a new passport at their embassy/consulate in China and apply for a new residence permit from the Units of Exit-Entry Administration of Zhanjiang Municiple Public Security Bureau. International students who have secured new passports must inform the International Office to have their personal information updated.
7) The Address of the Units of Exit-Entry Administration of Zhanjiang Municiple Public Security Bureau: West Station of North Station Road, Chikan District, Zhanjiang.
8) To apply for a residence permit, new students need to prepare the following documents and materials
A. Certification issued by the International Office;
B. Passport; copy of valid passport page; visa page; page with entry date;
C. The original third slip of Visa Application for Study in China (Form JW201 or JW202);
D. One copy of the Letter of Admission;
E. One recent 2-inch photo of the applicant (front, bareheaded, with a blue background); China Visa Photograph for Foreigners receipt from the Government of Guangdong Province;
F. Students who study for more than one year are required to provide the Certificate of Health Examination for International Traveler;
G. Temporary Residence Registration Form issued by the local police station;
H. Certification of completion of study issued by the student’s former school in China, which is required for those with residence permits issued by the city where the student’s former school is located.
9) International students are responsible for all the costs of their residence permit, visa, etcetera. Visa fee: ≦360 days, 400 RMB; ≦720days, 800 RMB.
3. Insurance and Medical Treatment
1) The university has a clinic in the campus. International students can be treated at the clinic for minor health problems.
2) If necessary, international students can seek treatment from off-campus hospitals. Provincial or municipal public hospitals in Zhanjiang are recommended.
3) For medical emergencies, please call Emergency Center Number: 120.
4) Self-funded students will have to pay any medical expenses themselves.
5) Comprehensive Insurance for International Students
Students are advised to promptly contact the teacher in charge at the International Office for insurance claims if hospitalization is needed due to accidents or sickness. The expenses for hospitalization shall be paid by the student during the treatment and the following materials are needed to apply for insurance claims: Discharge Summary; Hospital Certificates of Diagnosis; Receipts of Hospitalization expenses; Lists of Total Hospitalization Expenses; Clinical History and Receipts of Payment.
4. Leaving the University
1) International students who need to leave the university due to suspension, dismissal or completion of studies must obtain a Deregistration Procedure Form from the school, settle all payments, and return books borrowed from school library and other university-owned articles or equipment.
2) Students who have obtained approval for suspension, graduated or completed their studies must move out of the school within two weeks.
3) International students who have withdrawn or are dismissed or expelled from school must leave school within one week after the notification of withdrawal, dismissal or expulsion is received.
4) Students who are to quit their ongoing studies and leave school for any reason must go to the Units of Exit-Entry Administration of Zhanjiang Municiple Public Security Bureau, and have the validity of their Student Residence Permits shortened.
5) Students who are supposed to leave school but still linger at the university shall be responsible for anything that happens to them. Lingnan Normal University will notify the Units of Exit-Entry Administration of Zhanjiang Municiple Public Security Bureau, to cancel their student status and eligibility to stay in China.
5. Guide to the use of library resources in LNU
5.1 Rules for international students to borrow books
1) Students with campus cards will apply along with their own class at the library office to open the borrowing function. The telephone number of the library office is 3183275.
2) Library cards are issued to the bearer and are not allowed to be loaned to others. Students who violate this rule will be responsible for any consequences.
3) If your library card is lost, stolen, or needs replacement, please contact the Current Consulting Office on 2383625, or go to Room 206 in the library.
5.2 Regulations on Borrowing
1) Library cards are only valid while you are a student at LNU. When you graduate from the university, all the borrowed books, e-readers, CDs and so on must be returned. Then, the borrowing function of your card will be cancelled by the librarian.
2) Students can borrow a maximum of 18 books at one time which includes 15 Chinese books and 3 foreign language books. (one CD equals one book.)
3) The loan period for books is 30 days, but this can be extended by on-line request. Your book borrowing privilege will end automatically when your books are overdue.
4) In case of any overdue returns, or loss of books and materials, the relevant provisions of the library reader's guide of LNU shall be followed
5.3 Foreign Language Book Collections
1) Foreign language books are stored in the borrowing room of foreign language books on the sixth floor of the library (Room 601 and Room 603)
2) The library has 24 kinds of foreign hardcopy periodicals and 4 kinds of foreign newspapers. They are stored in the newspaper reading room on the third floor of the library.
5.4. Searching the Database
The library has 15 foreign language databases, including a batch of high-quality foreign language databases such as Elsevier-science Direct, ProQuest, EBSCO, which can fully meet the needs of international students for foreign language literature resources.
6. Living Facilities
6.1 Facilities on Campus
6.1.1 Canteens
1) LNU has three canteens: Pengyuan Canteen, Hongyuan Canteen and Zeyuan Canteen.
2) The canteens offer a variety of food including desserts, bread, steamed bread, porridge, noodles, eggs, soybean milk and milk for breakfast.
3) Our campus offers a selection of mainly Cantonese cuisine along with some local specialties such as Sichuan, Guilin-style noodles, dumplings, fried rice, steamed rice, Western food and many more choices. Food prices are clearly marked. Serving windows in the Hongyuan canteen offer a variety of Muslim (Halal) dishes.
Students may purchase foods on campus by using their campus card. Campus cards can be recharged at the canteen’s service station. If campus cards are lost or destroyed, students should report the situation to the Campus Card Service Center as soon as possible. Students can apply for a replacement card by showing their student ID cards. After reporting missing or destroyed cards to the service personnel, cash balances on the cards will be immediately frozen. The balances will be transferred to the new card when issued.
6.1.2 Sports Facilities
Our university has many sports facilities including a multi-purpose sports stadium, a track field, a swimming pool, a football field, fourteen basketball courts, six volleyball courts, eight tennis courts, a table tennis court, a gymnasium, a gymnastic hall, two dance classrooms, and so on.
6.1.3 Bank Service
There is an Industrial and Commercial Bank of China (with ATMs) located opposite Pengyuan Canteen. Besides, there are ICBC (Industrial and Commercial Bank of China) automatic teller machines and CCB (China Construction Bank) ATMs near Leiyang Supermarket.
6.1.4 Clinics
The campus clinic is mainly responsible for the diagnosis and treatment of common diseases of teachers and students, physical examination and medical insurance for students.

6.1.5 Supermarkets
There are two supermarkets inside the campus: Yanling and Leiyang Supermarket. Besides, there are many supermarkets and stores near the school entrance which sell food items and daily necessities.
6.1.6 Post Office
The Post Office is found opposite Pengyuan Canteen, and SF-Express, YTO-Express and STO-Express (behind the gymnasium) are also available on campus.
Business hours are from 8:30 to 17:30 on weekdays.

Ⅱ. University Regulations
LNU’s International Students Regulations
In order to regulate our international students’ education and to promote effective international exchanges and cooperation, LNU has implemented the following regulations.
Article 1 International Student Management and Services
1. As a Non-Chinese International student, whose purpose at LNU is to study for a bachelor degree or any other course requiring academic expertise such as language courses or similar programs, international students are administrated under LNU’s International Office.
2. The Academic Affairs office has the responsibility for university management, international student education, academic performance, and for teaching plan revisions. The International Office and the School of Literature and Media are responsible for the international student enrollment and Chinese language education.
3. The relevant LNU department is responsible for designing curricula for international students.
4. The International Office is responsible for international student enrollment and registration, visas and required documentation. The departments which the international students study in are responsible for curricula and teaching management and organizing activities for students.
5. LNU’s International Office, in conjunction with the Logistics Department and the Dormitory Management Centre, offers foreign student accommodation and sundry daily services.
Article 2 Code of Conduct for the International Students
6. Be a student with ideals and high aspirations.
1) Cherish the opportunity to study here.
2) The international student is expected to have ideals and high aspirations.
3) The international student should be moral, learned, cultured, and self-disciplined.
7. Study seriously and constantly strive to be stronger.
1) The international student is expected to treasure time, study seriously, plan his/her study well, adequately prepare for all scheduled classes and seminars and spend sufficient time in independent study regularly and participate a and in all group learning activities.
2) The international student is expected to have the courage to bring forth new ideas and make accomplishments in schooling.
8. Abide by the laws of the Chinese government and comply with rules and regulations of LNU.
1) The international student should abide by Chinese laws, and respect Chinese social morality, traditions, and customs.
2) The international student who violates Chinese law will be punished in accordance with the Chinese law concerned.
3) LNU respects international student’s national customs and his/her religious beliefs but does not provide any places to be used for religious purposes. The international students are not allowed to hold religious activities and gatherings on campus.
4) The international student should not post or spread propaganda materials without permission given by LNU.
5) The international student should use the Internet according to law and should not visit immoral websites.
6) The international student should refrain from prostitution, gambling, using illegal drugs, being drunk and disorderly, and brawling.
7)The international student should comply with LNU’s rules and regulations.
9. Comply with study requirements, regulations and maintain teaching order.
1) The international student should be familiar with and comply with all the requirements of his/her degree program or research and its regulations.
2) The international student should attend all scheduled classes on time, avoiding being late for class, only leaving class when the class ends.
3) The international student should not miss a class, not speak on the phone, not send or receive messages, not listen to music, and not sleep in class.
4) The international student should studiously complete assignments and hand them in on time, avoiding plagiarism.
5) The international student should seek timely advice and support early whenever he/she needs clarification on any aspect of his/her program, which is concerned with academic problems.
6) The international student should inform the relevant department, if there is any change which may affect his/her study.
10. Be honest, faithful, and self-disciplined.
1) Be a student of his/her word, do not tell untruths.
2) Comply with academic disciplines and observe academic integrity, no cheating, and no plagiarizing.
3) Do not steal from others.
4)The international student should be self-respectful and self-disciplined.
11. Be well-mannered, cultivated, and kind.
1) LNU requires the students to remember that, they are representing LNU and its values all the time wherever you are.
2) Behave in an appropriate manner, and be a moral and honest student. Board a bus in a queue or wait in a line when buying food at the canteen. Do not smoke or talk loudly in public places. Do not eat snacks during class. Be dressed neatly and with respect towards others, avoid attending class or going to an office wearing a singlet or flip-flops.
3) Respect public facilities and be public-spirited.
4) Be respectful of teachers and friendly to fellow students.
5) Have the spirit of teamwork.
6) Dress neatly and be courteous.
12. Treasure resources by being diligent and thrifty.
1) Protect nature and the campus environment. Do not litter peels, scraps of paper, cigarette butts, or other dirty items. Do not spit. Do not dump any litter waste.
2) Treasure resources; cherish the achievement of other’s and their social labor.
A. 13. Build up a strong and healthy body and love life. Be actively involved in recreational and sports activities to keep mentally and physically healthy.
14. Keep safe and avoid injuries.
1) Comply with LNU’s safety rules and procedures.
2) Enhance safety consciousness; avoid incidents such as drowning, fire, being mugged/robbed, traffic accidents, injury by typhoon, earthquake, mountain slide, and infectious diseases.
15. Love peace and respect mutually.
1) Endear peace, understand and respect each other, develop friendships.
2) Be kind, tolerant and positive.
3) Oppose conflict, confrontation, violence; get on well with others.
16. The Students' Affairs Office and the International Office are authorized by LNU to interpret this code of conduct.
Article 3 Tuition
17. On arrival at LNU, all international students are required to pay a full year’s tuition and accommodation fees (¥ RMB) within a week of the beginning of the semester. If students study in the school for a period of less than a semester, they must pay half of the academic year’s tuition and accommodation fees. If students have not stayed in school for two semesters, but more than one semester already, they are still required to pay for one full year of tuition and accommodation. Students who do not pay their fees within the specified time will not be registered. Occasionally, if a student is suspended from university, withdraws voluntarily, or he/she is unable or unwilling to complete his/her education, the university insists on accommodation fees to be paid monthly if they were not previously settled in full. Accommodation fees in that month are not refundable if students decide to leave the dormitory after staying for less than one month.
18. Tuition fees will not be refunded to students who are expelled or drop-out from the university. If a student wishes to return to LNU in the middle of the semester, they must first pay fees equal to a full year’s tuition. Accommodation fees will be calculated according to the number of days when the student needs to occupy a dormitory room.
Article 4 Student Registration
19. New international students need to submit their passport, JW202 forms, and the letters of Admission to the International Office to begin their admission process. If a student fails to arrive at school within two weeks of the start of classes without notifying the school by phone or writing, his/her admission will be cancelled.
20. Physical examination records are required to be verified by the Zhanjiang International Travel Health Care Center. If the medical tests do not meet Chinese Health Care Center standards, the physical exam must be repeated at a local hospital at the student’s expense. If the physical examination results do not meet Chinese health standards, the student will not eligible to register.
21. New international students must appear at the Units of Exit-Entry Administration of Zhanjiang Municiple Public Security Bureau within 30 days of their arrival to apply for their Residence Permit.
22. Students must report to the school they are going to study in promptly at the beginning of the semester to begin their registration process. If they fail to do so without asking for a leave first, they will be considered absent; if they don’t come to school within two weeks, they will be regarded as a drop- out.
Article 5 Attendance and Discipline
23. International students should take classes according to the schedule of their major and school. Students must consciously abide by the discipline of learning, attend class on time, avoid absenteeism and have valid reasons for lateness or leaving class early.
24. If international students have compelling reasons for not attending class, they must follow university regulations for taking a leave of absence. Students must submit a doctor's certified note for sick leave, and they also must submit a written report in advance. A request for leave must be approved by the school if the absence period is less than three days. It must also be approved by the school and the International Office, and then be submitted to the International Office for addition to the student’s personal record if the absence period is less than a week. A leave request for a period of less than two weeks must be approved by the school, the Academic Affairs Office, and the International Office where it will be placed on file. A leave of more than two weeks must be approved by the leader of the relevant department and the officials International Office, and the report will also be placed on file.
25. An international student’s leave duration may not be more than one-third of the total number of teaching hours per semester for their course of study. Exceeding this limit will initiate the drop-out process.
26. If an international student is absent from class without approval, or if he/she leaves the university before the semester ends, it will be treated as absenteeism.
27. International students who are rewarded with scholarships must have good grades in school and comply with the university’s disciplinary requirements.
28. All international students will observe Chinese holidays along with summer and winter holidays. International students are also eligible to take one day off to celebrate major festivals observed in their country. This type of holiday must not exceed 2 times each year.
29. Violation of university regulations shall be punished according to the seriousness of the offense. International students can be expelled from university for violating Chinese law and will be held fully accountable for their actions.
Article 6 Teaching Management
30. International undergraduate teaching management.
1) International undergraduate students must successfully complete all prerequisite courses in their program before they are permitted to graduate. Students will be awarded a diploma only after their program of study has been reviewed, and their results satisfy degree certification provisions found in the "People's Republic of China Academic Degrees".
2) According to China’s Ministry of Education, international undergraduates are exempt from studying Marxist Theory, and from attending Chinese ideological, political and/or military education. International undergraduates must achieve a minimum grade point average in their courses for graduation. A student’s total credits do not include those earned for prerequisite courses.
3) Specific provisions for the following courses are as follows:
A. Advanced Chinese (including writing) are required courses. These classes are worth 2 academic credits, comprise a total of 32 teaching hours, and should be completed during the first and second semesters.
B. Chinese Overview classes are required, are worth 3 academic credits, comprise a total of 48 hours, and should be completed during the third semester.
C. Physical Education (PE) is an elective course.
D. International students engaged in non-English major programs are not required to complete the CET examination, and their scores will not affect their graduation and degree qualifications.
E. International undergraduates exhibiting good academic performance may be eligible for early graduation if they successfully complete their required courses ahead of schedule. If a student fails to complete a degree program course within four (or in some cases five) years, they can extend their study period, depending on the situation.
F. International undergraduates can use a flexible evaluation approach in their program. They can, for example, select oral and written interview results to establish their grade. Students can also request an extension of their examination schedule.
G. If international undergraduates who are studying in China do not understand the language, and/or cannot adapt to the Chinese learning methods, they should report their learning difficulties to the relevant department and ask for assistance. Students experiencing trouble may also ask for tutorial instruction from some of the outstanding Chinese students at the university.
H. The management of International undergraduates should refer to the "Lingnan Normal University Undergraduate Enrollment and Degree for Management Implementations" for information. However, students should be aware that some of the provisions mentioned there may not apply.
Article 7 The Library
31. To receive a LNU library card, students first need to pay a deposit for which they will receive a receipt. International students who want their deposit returned at the end of their study period must first submit their deposit receipt and ensure that all borrowed resources have been returned to the library.
32. International students must take care of borrowed resources and ensure they have not been scratched or damaged.
33. International students must pay for any loss or damage of borrowed resources. A student’s library card is for personal use only and must not be lent to others.
34. According to library regulations, an international student can only borrow a limited number of books.
Article 8 Accommodation Management
35. International student accommodation will be arranged jointly by the International Office and the Dormitory Management Center. The university only offers single accommodation to international students.
36. International students must always keep their room clean and quiet. A student’s room cannot be lent to others, nor can a student allow their guests to stay overnight.
37. Room facilities and furniture are provided for basic daily usage, and thus must not be modified or abandoned outside the premises. Students must not change the door locks nor duplicate keys or lend their own keys. When requesting or borrowing furniture and/or living items, these details must be reported to the Dormitory Management Centre for inventory purposes. Should anything be damaged or lost, students will be held accountable, and be held responsible for replacement of items if necessary.
38. International students must comply with fire and safety regulations. Starting a fire or being found guilty of arson are serious offenses, and students will be held criminally accountable for any damages or loss.
39. International students must conserve electricity whenever possible. Students will be held personally responsible for any excessive electricity bills while they occupy their dormitory rooms.
40. If international students want to live off campus, they must first apply to the Public Security Bureau, and register with the local police station. Students must apply for an off-campus Residence Permit and request a change of address. If the student fails to follow these procedures, the university will not allow the move, nor refund the student’s accommodation fee.
41. International students wishing to live off campus must register for a residence change at the local police station, and report to the International Office within a week and submit their new registered address and contact information. Otherwise, students are not allowed to live off campus, and cannot receive refunded rent.
Article 9 Health
42. Prior to their arrival in China, international students must provide a certified medical examination and possess a health certificate that follows Chinese Sanitation and Quarantine Department requirements. Otherwise, on arrival in China they must visit a designated hospital to undergo a medical examination. Students suffering from infections and/or contagious diseases are not eligible to study in China and must immediately return to their own country.
43. International students are responsible for paying their own medical expenses. If they use a hospital designated by the university, they must first present their student ID card before receiving medical tests or a consultation.
44. Expenses incurred due to injuries and casualties either related to, or caused by, a violation of university regulations will be the sole responsibility of the student.
45. On arrival at LNU, all international students are required to purchase private health insurance from a company recommended by the university, and to which all such costs must be paid by the student.
Article 10 Travel
46. If international students want to travel in China during the holidays they must first report to the International Office before they leave the school. Students must always comply with the relevant provisions of China's public security while traveling.
Article 11 Scholarships and Awards
47. Scholarships for Chinese Language students at LNU .
1) Scholarship amount: refund all the tuition
2) Object Oriented: long-term language international students who have a good record of conduct in LNU.C. Scholarship Conditions:
A. Foreign student holding a valid foreign passport, aged between 18-30 years old;
B. Abide by the laws and regulations of China and the rules and regulations of LNU;
C. The study period of the student is more than a year and he/she will continue to study in LNU in the next semester;(including the freshmen and present students)
D. Those international students who have other outstanding performance.
48. Undergraduates Scholarships for foreign freshman at LNU
1) Object Oriented: foreign undergraduates in LNU(Freshmen)
2) Scholarship Conditions:
A. International student holding a valid foreign passport, aged between 18-30 years old;
B. Abide by the laws and regulations of China and the rules and regulations of LNU;
C. Understand correspondence Chinese and provide relevant proof;
D. international students with high school education and excellent academic quality (Freshmen);
E. Those international students who have other outstanding performance;
F. Select outstanding international students.
49. Undergraduates Scholarships for outstanding international students at LNU
1) Object Oriented: foreign undergraduates at LNU (Sophomore, Junior, Senior)
2) Scholarship Conditions:
A. Abide by the laws and regulations of China and the rules and regulations of LNU;
B. Take part in courses not less than 80%;
C. Attendance rate is not less than 90%;
D. No other types of scholarship from the Chinese government obtained;
E. Those international students who have other outstanding performance;
F. Select outstanding international students.
Article 12 Graduate Students
50. International students who successfully complete their course work and dissertations will be issued a degree and diploma at the end of their study. International students who complete their course but fail to earn enough credit will be issued a degree only. For those students who fail to complete their study will be issued a Certificate of Study and their study period will be indicated on their certificate.
51. International Chinese Language students must attend class and successfully complete all their examinations to earn a certificate. Should they fail their examination, they will not be eligible for a certificate.
Article 13 Leaving School
52. Prior to leaving the university, all international graduate students should prepare a list of all used articles, books, student ID cards, library cards, etcetera. They must settle any outstanding accounts with all relevant departments and submit their list to the International Office for audit.
53. International students should notify the International Office one day prior to their departure from the country and return any room keys and household items that are the property of their dormitory. Then, the room will be inventoried, and any outstanding accommodation costs will be settled.
54. International graduate students must leave the school within 2 weeks of completion of their study program. Should they wish to stay at the university longer, for any reason, they must submit a request to the International Office explaining their reasons. However, students must be aware that they no longer possess a valid student identity card, nor can they apply for a Resident Permit extension or entry visa.
Article 14 Supplementary Articles
55. Management students from Hong Kong, Macao and Taiwan must follow these provisions.
56. The provisions take effect from their date of issue.
57. These provisions, where the right of interpreting the details belongs exclusively to the International Office of LNU.
Regulations for International Undergraduate Students at
Lingnan Normal University (“LNU”)
The following regulations are formulated in accordance with the “Draft Measures on Granting international students Chinese Degrees for Colleges and Universities” by the Academic Degree Committee of the State Council, the “Administrative Regulations on Recruiting international students for Colleges and Universities” by the Ministry of Education, and the current management practice of full-time international students at LNU.
Section One: Enrollment and Registration
1. International students applying for a full-time course should meet the following basic requirements:
1) A high school graduation certificate and transcript are required for a bachelor application.
2) The required documents stated in the International Students Prospectus need to be reviewed by the International Office, the Academic Affairs Office, and the intended school of study. Students can be enrolled if their documents pass the review and approval of the school administration.
If invalid documents are provided or important information is concealed, the student will be reprimanded or expelled from the university.
2. International students should enroll at the International Office in due time with an ‘X’ (study) visa, admission notice, JW202 form and passport. Those who are unable to arrive on or before the appointed date must alternatively, within two weeks of the appointed date, present documented evidence to justify approval of a late arrival. Those who fail to register on time will lose his/her admission qualification.
3. Following Lingnan Normal University International Student Admission Rules, LNU will review the admission qualification and heath condition of international students within three months after they enter school. For those who falsify documents, the student will be expelled after verification by LNU.
4. International students must undergo a thorough medical examination in the International Travel Healthcare Center of Zhanjiang. For those who do not pass this medical examination, their enrollment will be cancelled. Those whose physical conditions do not meet Chinese legal health requirements will be required to leave the country immediately, and the related expenses should be self-funded.
5. The Student Affairs Department will issue student-cards to international students, who at the beginning of each new term, are then required to register in the office of their chosen school of study. This must be done on time with their student-cards and then they will be qualified to participate in all activities based in the teaching plan. Those unable to register on time should get permission from the school for their late registration, otherwise the student will be marked as absent without authorization. Those delaying registration for more than two weeks without permission or acceptable reasons will be warned or expelled from the university.
6. International students should devise their own course programs under the guidance of their supervisors within a month after registration. The course program should be made not only in accordance with the student’s own wishes but also with the graduate’s proven skills: the course program will only be adopted with the supervisor’s approval.
Section Two: Assessment and Attendance
7. International students must take all courses and relevant examinations set in the undergraduate program, and the course grades will be recorded on file. The curriculum and compulsory courses are arranged on the education program for international students, in which such courses as English and political theory are not included. However, students are required to complete 4 credits by taking courses such as Chinese language, Contemporary China and Intercultural Communication offered by the academic affairs office (Basic Chinese, Introduction of China, Intercultural Communication). Chinese is the predominant language of the undergraduates’ curriculum. (only for international students whose major is Chinese Language and Literature)
8. Types of evaluation are examinations and course assessments.
9. Students who are caught cheating or violating testing procedures during an exam will be punished by being graded “zero” and will be subject to warnings or dismissal from the school.
10. Students who are unable to attend classes or activities set and organized in the, or by the course program or college on time should submit a written application for leave beforehand. The second attempt application will not be permitted unless either acute illness or another emergency is demonstrated. Students who do not ask for leave, take leave without permission, or take leave beyond the permitted time are regarded as absent without authorization, and will receive formal criticism or some other appropriate disciplinary action.
11. The procedure for requesting permission for leave is as follows:
1) Leave due to illness
Students requiring leave due to illness should have a certified hospital diagnosis. Students must submit a doctor's certified note for sick leave and must submit a written report within 3 days of the beginning of their leave. A request for leave must be approved by the school if the absence period is less than one week. It must also be approved by the school’s president, and then be submitted to the International Office for addition to the student’s personal record. A leave request for a period of less than two weeks must be approved by the school, the Academic Affairs Office, and the International Office, where it will be placed on file. A leave of more than two weeks must be approved by the relevant department head and International Office officials, and a report will also be placed on file;
2) Leave for personal reasons
Students requesting personal leave have to submit an application. Students must prepare a written report within 3 days of the beginning of their leave and submit it to school. A request for leave must be approved by the school if the absence period is less than one week. It must also be approved by the school’s president, and then be submitted to the International Office for addition to the student’s personal record. A leave request for a period of less than two weeks must be approved by the school, the Academic Affairs Office, and the International Office where it will be placed on file. A leave of more than two weeks must be approved by the relevant department head and International Office officials, and a report will also be placed on file.
12. Once an approved period of leave has ended, a student should return to the school, and the day after his/her return, cancel the leave record – this is required. Students who leave without permission or take longer leave than the permitted time will be regarded as absent without authorization. A student who needs to extend his/her leave period should apply for permission from all the relevant departments. If a student is absent from class for a total of the equivalent of more than one month in a term, they should suspend their studies.
13. Students are not permitted to leave for holidays within the semester and should return to the school on time when the vacation ends. Students who take leave beyond the permitted time are regarded as absent without authorization. Students who need to take leave during the semester should apply for permission.
14. International students are entitled to have time off for the usual allotted Chinese festivals, holidays, and summer and winter vacations. Furthermore, they may apply for one extra day’s leave, which will be permitted for a maximum of twice a year, from their school and the International Office only for the occasion of important holidays in their home country.
Section Three: Transfer Majors and Schools
15. If the following case occurs, an international student may transfer his/her major or transfer to another school or university: The student who suffers from an ailment or physical defect which deters studies in his/her major but still would be able to carry on studies in another major or school. If the above case occurs the international student should submit a certified medical certificate provided by a hospital medical doctor.
16. The international students in the following cases should not be allowed to transfer his/her major or school:
1) Students who have previously transferred their majors;
2) Students who are on leave of absence without losing their status as a student;
3) Students who qualify to be dismissed from school;
4) Students who cannot provide reasonable explanations for transferring.
17. The international student who wishes to transfer his/her major or university should complete the following procedures:
1) Under the circumstance that an international student is in his/her first term, if the student wishes to transfer his/her major or university, he/she should request approval from the school within the first two weeks at the beginning of the first term. After the submitted request is approved by the school in which he/she currently studies, by the school in which he/she intends to study, by the Academic Affairs Office, and by the International Office, then he/she may begin the process for transferring major or school;
2) In the case that a student has completed one-term of study, passed all the end of term student assessments required by the degree program and meets the entrance requirements by the school in which he/she intends to study, if the student wishes to transfer his/her major or school, he/she should request approval from the school. After the submitted request is approved by the school in which he/she currently studies, by the school in which he/she intends to study, by the Academic Affairs Office, and by the International Office, he/she will study in the school to which he/she applies in the coming term. The course scores received by the student before he/she transfers his/her major will be recorded in their academic file. The scores of other courses undertaken are identified and converted by the school in which he/she has transferred to study, in line with the degree program and regulations concerned at LNU. After he/she studies in the new major, the student should retake the courses he/she failed to study with the students in the upcoming grade;
3) The international student wishing to go to study in another city should submit an application to the school. After the submitted request is approved by the school in which he/she currently studies, by the school in which he/she intends to study, by the Academic Affairs Office, and by the International Office, the international student may complete the procedures for transferring to study in another city. Before going to study there, the student should go to local Education Department International Exchange for approval. After receiving the approval, students can go to the Academic Affair Office to unenroll. In the meantime, students should complete the procedures to move away at the Units of Exit-Entry Administration of Zhanjiang Municiple Public Security Bureau and complete the formalities to move in at the local Detachment of Exit-Entry Administration of Public Security Bureau within 10 days after arrival in the destination city.
Section Four: Postponing and Resuming Studies
18. Students may apply for leave from their studies due to illness or other special reasons. Students in the following cases should formally take leave from school:
1) A student who requires hospital treatment of one month or more in a semester;
2) A student who has been diagnosed with a serious contagious illness (such as hepatitis, tuberculosis, etcetera);
3) A student who needs to discontinue their studies for some approved reason.
19. Absence from studies for international undergraduate students is generally limited to one term. With the school approval, leave may be granted for longer periods, but the total absence may not exceed one year.
20. Students who plan to leave the university must observe and be aware of the following guidelines:
1) International students wanting to take leave from their studies at the university should apply in writing. Students who leave due to illness should also submit a certified hospital diagnosis of their illness. These should be submitted to the school, the Academic Affairs Office, and the International Office for their records, but only after approval has been obtained from their advising professor and the relevant school;
2) The relevant school should submit its recommendations to the Academic Affairs Office about the best way to handle situations relating to students who have taken leave without following the appropriate leaving procedures;
3) Once approved, students will receive notification granting their leave from the university without losing their student status. Students must complete all leave procedures within one week after receiving this notification. During a student’s period of leave from the university, they may not take part in any classes or examinations;
4) International students on leave for illness should return to their home country for recuperation;
5) International students return to their home countries at their own expense;
6) International students with Chinese government scholarships cannot get scholarship funds during their period of absence.
21. International students who wish to resume their interrupted studies should apply to the university in writing one month before their leave ends. Students who left due to illness must submit certified physical examination documents confirming their good health when they apply to resume their studies. Once it is verified that a student will be able to resume their normal studies and approval has been granted by the school, the Academic Affairs Office and the International Office will agree to let the student resume their studies.
22. If it is found out that a student on leave has broken the law during their absence from the university, the student will be subject to having their eligibility to resume their studies revoked and they may be subject to other punishments and disciplinary measures.
Section Five: Advancement and Degradation
23. The international student who has completed all courses of study and passed all assessments for an academic school year required by the degree program, may advance to an upper grade.
24. The international student will be given a warning notice if the demerits for the make-up examinations (including absence of exams, breach of rules or regulations, cheating) reach 10 in one term or two consecutive terms. The school or department in which the student currently studies will give him/her a warning statement.
25. The international student will be degraded if the demerits for the make-up examinations (including absence of exams, breach of rules or regulations, cheating) reach 18 or more in one term or two consecutive terms. The maximum for degradation should not exceed two times.
The freshman is permitted to study with his/her former class if his/her course demerits of make-up examinations for the courses they fail in the first term reach the conditions for degradation. He/she will be given another chance to take a make-up examination at the end of the first school year. It will be decided whether he/she will advance to the upper grade or be degraded by the scores he/she receives in the whole school year after he/she takes the make-up examinations.
26. If an international student is degraded, the tuition and accommodation fees he/she pays will be adjusted according to the grade to which the student is assigned.
27. The international student is granted the right to decide to study in the lower grade or apply for ending his/her schooling if he/she stands up to the conditions of degradation in the second term of the fourth school year when he/she fails the make-up examinations at the beginning of the term.
28. If the international student has passed all course assessments before he/she is degraded, he/she can request that he/she be permitted to be exempt from the courses. He/she should complete all procedures for course exemptions within six weeks at the beginning of the new term. The procedures will not be processed at any other time.
Section Six: Expulsion
29. If one of the following cases occurs, the international student will be expelled from the university:
1) He/she fails make-up examinations and the total demerits are 30 or more;
2) He/she is eligible for being sent to study in a lower grade for the third time;
3) Being unable to complete his/her course of study within the maximum duration of the degree program (including leave of absence);
4) No application has been made to resume studies after the maturity of leave of absence or his/her application is unqualified after being reviewed;
5) The international student who is diagnosed with disease or injury and cannot carry on regular study;
6) Being absent from school without asking for leave, the international student fails to attend the required curriculum activities for three consecutive weeks;
7) The international student does not register within the time required and without any justified excuse;
8) The international student who personally asks for withdrawal;
LNU holds the right to determine if a student should be expelled for special unforeseen reasons.
30. Expulsion from LNU must be discussed and approved in a meeting dealing with university affairs presided by the president. LNU will provide the student with expulsion documentation and concurrently it will report it to the Guangdong Province Department of Education. If the student receives a scholarship granted by institutions of the Chinese government, the documentation will also be reported to them.
31. The international student expelled from the university must heed the following regulations:
1) When an international student is expelled from the university, the school in which he/she studies should provide a written statement to the Academic Affairs Office. The Academic Affairs Office will submit it for approval in a meeting dealing with university affairs presided by the president, to be approved in the meeting. The International Office will place it on file;
2) The international student who withdraws from the university during his/her study will be given notification stating that he/she has withdrawn from his/her study;
3) The international student is not allowed to apply to resume study if his/her status as a student is revoked or he/she is dismissed from the university;
4) The international student who is expelled from the university is required to leave within one week after the day he/she receives his/her expulsion notice and should depart from China within the time stipulated by Chinese law. After the student is expelled, LNU will not be responsible for him/her in any situation;
5) The International Office should report the international student’s expulsion from the university to the Units of Exit-Entry Administration of Zhanjiang Municiple Public Security Bureau without delay. The Units of Exit-Entry Administration of Zhanjiang Municiple Public Security Bureau will confiscate his/her foreigner residence permit and shorten the time he/she stays in China;
6) If the international student has any objections to expulsion, he/she can make an appeal to the International Office and the university’s committee that deals with appeals by students who are expelled, this appealed must be initiated within five days after he/she receives the penalty notice.
Section Seven: Graduation, Completion and Non-Completion of Course of Study, and Minor
32. The international student who completes courses of study required by the undergraduate degree program, with passing grades and within the duration of degree program, is permitted to graduate and will be granted a graduation certificate.
33. The international student who has completed what is required by his/her degree program, and within the duration of the degree program, will be granted a Certificate of Completion of Course of Study under one of the following circumstances:
1) The international student who fails 1 or more make-up exams;
2) The international student who fails to present a qualified graduation thesis, or graduation project design, or fails graduation practice, but completes the course of study;
3) The international student who is penalized by being put on academic probation and does not show remorse.
34. If the first two cases in Article 32 occur, he/she is permitted to take a make-up examination one time for theoretical courses and redo course project design, production practice, and graduation project design (graduation thesis) with the students in the upcoming grade within one year after he/she completes all courses of study. If he/she passes what is mentioned above, he/she will be granted a graduation certificate. The date of graduation starts from the day on which the graduation certificate is issued.
35. The international student who fails to complete the course of study required by the bachelor’s degree program, but he/she finishes the course of study at the university for one year or more is granted a certificate of non-completion of course of study. The international students who study less than one year or are expelled can only earn a study certificate for their completion of courses of study.
36. The international student who has the desire to study more can choose a minor as part of the degree program, which is handled according to LNU regulations on major or minor degree programs for undergraduate students.
Section Eight: Bachelor’s Degree
37. If an international student completes the study required by the bachelor’s degree program, the Regulations on Institutions of Higher Learning Granting Degree to International Students Studying in China ( No. 14 Degree [1991]), and the LNU regulations on granting degrees, he/she is awarded a bachelor’s degree with the approval of LNU Committee of Degree Program after a review is made by the School Program Degree Committee, and a review is made by the Office of LNU Committee of Degree Programs.
38. If any of the following cases occurs, the international student should not be awarded a bachelor’s degree:
1) The international student fails to earn the graduation certificate because he/she is granted Certificate of Completion of Course of Study when he/she graduates;
2) The international student who is penalized for violating Chinese law and decree, and regulations of LNU, and shows no remorse after being educated for over half of a year;
3) The international student who is penalized for violating the assessment regulations or plagiarizing;
4) The international student who earns over 35 demerits (36 or more demerits) for his/her make-up examinations, which includes restudying courses.
39. If the international student cannot earn a bachelor’s degree because of the third item in Article 37, he/she can be awarded a bachelor’s degree with the approval of LNU Committee of Degree Programs in accordance with Article 26 in the case that he/she makes study progress recognized by LNU after he/she is penalized.
40. If the Graduation Certificate, or Certificate of Completion of Course of Study, or Certificate of Non-completion of Course of Study, or Certificate of Bachelor’s Degree is lost, the international student will be provided with testimonials of study only upon written request made by the international student and verified by LNU, which have the same value and power as the original certificates, at a cost paid for by the student.
Section Nine: Supplementary Provisions
41.The Academic Affairs Office is authorized by LNU to interpret these regulations.
42.These regulations shall go into effect on the date of issue.
Regulations on Course Assessment (Excerpts)
Section One: Types of Assessment
1. The international student must undergo assessment prescribed by the degree program. The assessment will be recorded in the transcript and collected in personal archives, which is the basis for the change of student status or graduation.
2. Curriculum assessments consist of assessment of course performance and examination. The ways to assess are defined when the degree program is made.
1) The assessment of course performance is a summative evaluation of class evaluation made by a teacher to students. The course evaluated by assessment of course performance emphasizes process evaluation rather than just depending on term end examinations. The course performance is comprehensively assessed by student’s class attendance, involvement in class discussion, quizzes, assignments, experiment report, and written papers presented by the student.
A. A physical course is comprehensively assessed by class attendance, performance in class and exercises out of class;
B. Practice teachings such as experiments, internship, practical training, and course design are evaluated by experiment reports, internship report (or summaries), course design drawings or specifications and the total term end score for each assessment is 100. There is no written examination required for these types of lessons;
C. Graduation design or thesis is evaluated by reviews and defense.
2) Examination is a major way to cumulatively evaluate student’s course of study. Examination courses stress combining goal control with process control. For a course focusing on theoretical teaching, the assessment is undertaken by combining class scores with end-of-term examination. Examination scores account for 50% of the total scores. Class scores consist of two parts: class attendance and class assignments (including quizzes, mid-term examination), each part accounts for 25% respectively in the total scores.
All the exams of examination courses in the degree program are arranged in the term end examination weeks. The examination schedule is arranged by the Academic Affairs Office. If a course ends mid-term, the evaluation can be conducted by the school or department which offers the course after the course ends and the school or department at which the students study provides support.
Section Two: Ways of Assessment
3. The assessment can be undertaken in different forms such as written examination, oral examination or operation and so on, according to course nature, course features, quantity standards and teaching contents. The written examination may be open-book, semi open-book closed-book or requires the students to submit an investigative report or paper or a combination of these. The way to assess a course must be clearly stated in the examination outline and the students should be told in the first class. If the way to assess needs to be changed, an application must be applied by the teaching and research section a month before the course ends and reported to the Academic Affairs Office after it is approved by the school or department.
Section Three: Examination of Assessment Qualifications
4. Before course assessment, a student must acquire course assessment qualifications.
1) The student who is registered is permitted to take the assessment after he/she passes the examination for assessment qualifications;
2) The student whose registration is postponed is permitted to take the assessment after he/she passes the examination for assessment qualifications. His or her assessment scores are valid after he/she is registered;
3) For an elective course, procedures to select must be completed. After a student signs up for a course, he/she obtains the qualifications to take the course and examination.
If a student takes an examination without obtaining qualifications for taking an examination, his/her scores are invalid.
5. The teacher who teaches a course should finish the examination of course assessment qualifications one week before the assessment is undertaken and report the list of the students disqualified for assessment to his/her current workplace to receive examination. The list should be attached with the explanations of why the students are disqualified for assessment. After the staff in charge of academic affairs collects the lists, he/she should report them to the Academic Affairs Office for approval. After they are approved by the Academic Affairs Office, the staff in charge of academic affairs of the school or department at which the students study should inform the students before the examination. The teacher who teaches the course should record those students’ scores as “unqualified for assessment” on the scores record form.
6. If one of the following cases occurs, the student is unqualified for taking the assessment.
1) If the total periods for a student to be absent from class are over 1/3 of the total class hours of a course, he/she is not permitted to take the course assessment;
2) If the total amount for a student to fail to submit assignments (including exercises or experiment reports) is over 1/3 of the total amount of the assignments for the course, he/she is not permitted to take the course assessment;
3) If a student fails the experiment summative assessment of a course, he/she is not permitted to take the course assessment;
4) If a student takes a course without signing up, he/she is not permitted to take the course assessment.
7. The student who is unqualified for assessment will be permitted to take a make-up examination after he/she makes up the classes, assignments he/she missed and completes the make-up procedures with the agreement of the teacher, the examination of the school or department, and the approval of the Academic Affairs Office.
8. All the students who are qualified for taking assessment but are absent from assessment without permission shall be unqualified for taking the regular make-up examination.
9. The student who is absent from end-of-term examination or from the regular make-up examination will be given one chance to take a make-up examination before graduation if he/she makes an application, which is examined by his/her school or department and approved by the Academic Affairs Office. If a student is absent from the make-up examination before graduation or the make-up examination after completion of course study without permission, he/she will be given no chance to take another make-up examination.
Section Four: Make-Up Examinations and Deferments
10. If a student fails to pass the assessments of courses in a term, the make-up examinations are arranged during the two weeks before the new term starts. If a student fails to pass a course in the last term (graduating term), he/she should take a make-up examination before he/she graduates from the university; if he/she fails in the graduation design/thesis, or in the graduation internships, he/she has no access to taking part in any make-up examinations before he/she graduates.
11. The Academic Affairs Office arranges the make-up examinations which are cross-faculties, and the office of each faculty arranges for the make-up examinations for the courses they offer. The student shall be informed of the schedule for the make-up examinations by the faculty at which the student studies.
12. If a student fails the make-up examinations (not meeting the conditions to be degraded, and not including the courses in the last term), he/she may take part in one more make-up examination before he/she graduates. The arrangements for the make-up exams go as follows:
The graduating make-up examinations for the students who fail the examinations in the 1st, 2nd, 3rd, and 4th terms will be given during the period when the make-ups are arranged for the next year’s students (i.e. the graduating make-up examination for the failure in the 1st term is given in the 4th term, the ones in the 2nd are given in the 5th term, the ones in the 3rd are given in the 6th term, and the ones in 4th are given in the 7th term.). The graduating make-up examinations for the students who fail examinations in the 5th, 6th, and 7th terms will be given in the 8th term.
If a student meets the conditions of detainment, degradation, or dismissal, he/she should be detained or dismissed from the university and no more graduating make-up examinations will be arranged.
13. If a student fails on the graduating make-up examinations, he/she will not graduate from the university but just completes the course of study. However, he/she will be permitted to apply, within one year, for the make-up examination after he/she leaves the university.
14. If the students fail to attend exams because they have participated in some formal activities arranged by the university, they can attend the postponing exams arranged by the Academic Affairs Office if their applications for postponement of exams are approved by the Vice President of LNU.
15. The students must apply for postponement of exams before the exams, if they could not attend normal exams or make-up exams on time because of unforeseen reasons. The application for postponing exams must be permitted by the class teacher and the School Vice Dean and approved by the Academic Affairs Office. In postponed exams, if the students fail, the result of the exams will be treated as failure of make-up exams; if the students pass, the scores are recorded as those of normal exams. The postponed exams for normal exams will be arranged at the time when the make-up exams are held in the next term. And the postponed exams for make-up exams will be arranged at the time when the make-up exams before graduating are held. The postponed exams for the make-up exams before graduation will be arranged before graduating.
16. The students must report to the proctors if they cannot take exams because of unforeseen reasons. Then the proctors should report this to the Academic Affairs Office. If the unforeseen reasons reported by students are reasonable and approved by the university authorities, the students can cease exams and take postponement exams or make-up exams, dependent upon the decision of the university authorities.
17. The students who violate the rules of the examination or cheat on the examinations will face disciplinary actions in accordance with the seriousness of the case. Those who are imposed demerits or probation because of the above reasons can apply for a make-up exam at the end of the 7th term, dependent upon their improved behavior after counseling, and the make-up exam will be arranged in the 8th term. If a student violates the rules of the exam or cheats on the make-up exam, he/she will have no chance to apply for another make-up exam.
Section Five: The Discipline of Examinations
18. To discipline exams and provide high quality exams, the students should follow the disciplines of exams in the following:
1) The students should attend all the exams prescribed by the university. The students who are unable to attend exams prescribed by the university because of illness or other reasons should submit an application in advance and the application should be permitted by the class teacher and the School Vice Dean in Charge of the international student work and approved by the Academic Affairs Office. The students who fail to attend exams (including the make-up exams in the 8th term) without proper reason are considered as a deliberate absentee and cannot apply for make-up exams;
2) All books, teaching materials, notebooks, cell phones (cell phones should be powered off before the exam starts), E-dictionaries, calculators and other articles are not allowable for closed-book exams and must be put in a place designated by exam supervisors before the exam starts. The students who violate the above instruction shall be imposed with punitive action according to the policies in dealing with violations of the assessment disciplines.
It depends on the teachers who assign the exams whether calculators (without storage function) can be used or not, which will be marked on the exam paper. If calculators are permitted for the exams, the calculator can only be used personally. The students cannot borrow or lend a calculator during exams.
In open–book exams, the students can bring necessary stationery and reference books allowed for the subjects designated by the exam teacher;
3) The students must enter the examination room 15 minutes before the examination begins and show their certificates for exams and their student cards or ID cards when taking examinations. They must follow the instructions of the exam supervisor for seating arrangements. They must place their ID cards on the top of the desk for ease of verification by exam supervisors. The students without credentials will not be permitted to take the examination;
4) The students shall write down their names, student number, class and grade on the designated area of the exam paper, and cannot mark any grade on the paper, or else the paper will be invalid. The students must finish the paper individually without side-glance, whispering, signaling or gesturing during the exam. The students should not offer tools to others for cheating and should not borrow any stationery or other articles. The students who violate the above instruction shall be imposed with punitive action according to the Policies in dealing with violations of assessment disciplines;
5) The students who are more than 30 minutes late for an exam, except for unforeseen reasons, will not be allowed to take the ongoing exam and their absence shall be treated as “evading the exam”. The students should not hand in their exam papers until 30 minutes after the exam begins and should not leave the examination room without permission during the exam, or their papers will be treated as “handed-in”. If the students must leave the examination room during the exam because of special reasons, they must ask permission from the proctors;
6) The students who have questions during the exam should raise their hands and ask the proctors but should not ask classmates. No one should speak aloud during the exam;
7) The students must stop writing and turn their paper over when the bell rings and leave classroom after the proctors declare the exam is over. The students should not take away exam papers or any discarded papers. The students who violate the above instruction shall be imposed with punitive action according to the policies in dealing with violations of assessment disciplines.
Section Six: The Policies on Dealing with Violations
of Assessment Disciplines and Cheating in Assessment
19. The Policies in Dealing with Violations of Assessment Disciplines and Cheating in Assessment are as follows:
1). Violations of assessment disciplines and cheating in assessment
A. Behavior that falls into any of the following categories shall be deemed as violations of assessment disciplines:
a. Not carrying certificates required for exams (certificate for exams, student cards and ID cards);
b. Carrying into examination locations objects prohibited in the exams;
c. Failing to follow the seating arrangement or the seating shift by the proctors when taking the exam;
d. Starting to do the test before the starting signal is given or continuing to do it after the ending signal is given;
e. Side-glance, whispering, signaling and gesturing during the exam;
f. Leaving or entering the examination location during the exam without the proctors’ permission;
g. Cell-phones or such kinds of communication tools ring during exams;
h. Correcting answers on exam papers after handing in exam papers;
i. Not handing in exam papers on time;
j. Taking away exam papers and answer sheets of exam papers;
k. Other behaviors violating the examination regulations.
B. Behavior that falls into any of the following categories shall be deemed as cheating:
a. Taking exam–related text materials or electronic devices stored with exam-related information into the location for a closed-book exam; or writing any exam-related words or making any exam-related symbols on the exam desk or one’s body;
b. Copying other students’ papers or exam-related materials; or deliberately letting others copy one’s own exam paper or exam-related materials;
c. Comparing each other’s answers, or passing notes, exam papers, answer sheets and discarded exam papers; or using communication equipment or other devices to send and receive exam-related data;d. Tear exam papers or answer sheets up during exams;
e. All of one student’s answers are exactly the same as those on the answer sheet of another examinee during the same course examination in the same location;
f. Cheating by any other means.
C. Any of the following behaviors will be deemed as serious cheating:
a. Taking an exam in another student’s name or having one’s own exam taken by someone else;
b. Shifting each other’s answer sheets;
c. Stealing exam papers and giving them to other students;
d. Falsifying names of another examinee and fill in his/her own name;
e. Organizing cheating;
f. Cheating seriously by any other means.
2) Penalty
A. If a student violates the regulations in a course assessment, the scores for the course shall be recorded as “Violation of Regulations” in his/her files, and he/she will not be permitted to take the regular make-up examination. The student shall be penalized by being given demerits. The notice of his/her violations is circulated all over the university and sent to his/her guardians;
B. If a student cheats on a course assessment, the scores for the course will be recorded as “Cheating” in his/her file, and he/she will not be permitted to take the regular make-up examination. The student will be penalized and be put on academic probation. The notice for his/her cheating is circulated all over the university and sent to the institution which sent him/her to study or his/her guardian;
If a student seriously cheats in an assessment or cheats twice, he/she will be expelled from the university;
C. If proctors or examination supervisors discover a student who violates examination regulations or cheats during an examination, he/she should point it out immediately and record it, and let the student confirm it by signing his/her name. After the examination ends, it should be reported to the Academic Affairs Office at once;
D. The Academic Affairs Office defines the scope of violation or cheating and advises how to handle the incident after examining the evidence concerned, and then reports to the president of the university to approve or hold a meeting presided by the president to deal with the university affairs to discuss and decide how to handle the issue. (If other cases of violating examination regulations without being mentioned in the regulations occur, it is the Academic Affairs Office that defines the matter and puts forward an opinion to handle the situation.
3) Penalty Procedures
If a student violates the regulations or cheats on an examination, the Academic Affairs Office will advise on how to handle it. After the decision is made by the university, the statement of penalty is given to the student. The decision to expel a student is made through a meeting presided by the president to deal with the university affairs. If the student raises an objection to a penalty, he/she may lodge a written appeal to the Student’s Appeal Committee of the university within five work days from the day he/she receives the penalty statement given by the university.
The student’s appeal is enacted in compliance with LNU’s Policy on Dealing with Student’s Appeal.
20. The Academic Affairs Office is authorized by LNU to interpret these regulations.
21. The regulations shall go into effect on the date of issue.
Class Disciplines and Attendance
1. International students must attend, on time, all the courses and other education programs (hereinafter referred to as courses in general) stipulated in the university’s education arrangement and all the other compulsory activities prescribed by the university. The students must conscientiously observe study disciplines.
2. Students who are unable to attend course studies and other activities prescribed by the university because of illness or other reasons should make an application for leave in advance. Those who fail to ask for a leave of absence, or those who exceed their permitted leave will be regarded as cutting classes (each day equals 6 class hours). The penalty for students who cut classes is enacted in accordance with the Article 16 of the LNU Regulations for Dealing with Student Disciplinary Offences.
3. International students who want to ask for leave should get a Leave Application Form from the school and fill in the form following the instructions. A leave request for a period of less than three days must be approved by the school. A request for leave must be approved by the school and the International Office if the absence period is less than one week. A leave request for a period of less than two weeks must be approved by the school, the Academic Affairs Office, and the International Office where it will be placed on file. A leave of more than two weeks must be approved by the relevant department head and International Office officials, and a report will also be placed on file.
Students should submit the leave application form to the school to be put on file, and report back to the school on time. Students who cannot return on time should extend their leave application.
International students who leave Zhanjiang City to go to places such as the First Beach on classless days, weekends, holidays/vacations or are invited to attend off-campus activities should report to the school (the school will report to the International Office to place on file) and complete the procedures for asking for leave, if the do not they will be responsible for any situational consequences.
4. The student’s attendance for each course class will be checked and recorded, which will be done by the class teacher when class begins. Being late for class three times will be regarded as absent once; Leaving class early three times will be regarded as absent once.
5. In an emergency, the student may get permission from his/her Class Teacher, Head Teacher (Ban-zhu-ren), and the Chief Staff of the School by placing a phone call in advance, but the procedure mentioned in Article 3 should be undertaken and completed when he/she returns. Medical records or other related documents should be presented when asking for sick leave.
6. The student’s attendance will be calculated and announced to the class every week.
7. The Academic Affairs Office is authorized by LNU to interpret these regulations.
8. The regulations shall go into effect on the date when it is issued.
Definitions:
1. Being late for class: Students who enter the classroom after the scheduled class bell rings are defined as late for class.
2. Leaving class early: Students who leave the classroom before the class teacher announces the class is over are defined as leaving class early.
Disciplinary Violations
Chapter One General Principles
1. The following regulations are designed to maintain an orderly academic/living environment for students while they reside in China. These guidelines follow Ministry of Education rules and the LNU’s International Students’ Disciplinary Act, and incorporates actual events experienced previously by international students who were visiting our university. The rules are made in an effort to inform and to protect the students.
2. International students referred to in these regulations are postgraduates and undergraduates as well as registered Chinese Language Students who have received official academic status at LNU. Students who are studying for a short term, or those who require refresher courses are protected under these regulations.
3. The university intends to respect the following principles while administering disciplinary actions:
1) The situation at hand must be considered legal and rightful;
2) The university must always base its disciplinary judgments on factual evidence, and ensure any action is always conducted fairly, and with the nature and severity of the offence borne firmly in mind;
3) The university should attempt to balance education and punishment when making disciplinary judgments.
4. Punishment types fall under five of the following categories:
1) An initial warning;
2) A serious warning;
3) A record of demerit;
4) Remaining in school, but placed under surveillance;
5) Expulsion.
5. International students who violate rules in conjunction with the following conditions will be subject to a disciplinary measure one level more severe:
1) through drunken misconduct;
2) through creating disturbance disregard of the advice of supervising personnel;
3) through acts of vengeance;
4) when harm or damage is done intentionally to a witness;
5) when a poor attitude is maintained following a breach of discipline;
6) through gang-related activity.
6.Mild actions will be taken for the following cases:
1) Offences that are not actually committed;
2) During investigation, the offender truthfully tells the facts about the offence and shows deep remorse for the offence.
7. More lenient actions shall be taken for cases that fall into any of the following categories:
1) Voluntarily informing the university department concerned about one’s own offence, or voluntarily providing facts about one’s own offence that are not yet known to the university department concerned during investigation;
2) Voluntarily providing truthful facts about others’ offences unknown to the university;
3) Voluntarily stopping misconduct or taking measures to mitigate the consequences of the offence;
4) Committing offences as a result of another’s threat or persuasion.
8.If a student is verified by legal procedures to have committed an offence when he/she was unable to identify or control his/her own behavior, he/she will not face disciplinary actions. But the students will be asked to be on leave of absence or withdraw from normal studies in accordance with relevant regulations on students’ status management. If a student has committed an offence when he/she was not able to totally identify or control his/her own behavior, he/she will receive mild or a lighter penalty.
9. For students who are repeat offenders:
1) Those who have been reprimanded twice by the university or three times by the school and whose penalty is circulated all over the university will be given a warning or serious warning;
2) Those who continue to violate rules or regulations and are reprimanded by the university or by the school and whose penalty is circulated all over the university will be given a penalty one level more severe for each additional infraction.
Chapter Two Detailed Rules
10. Students who violate Chinese laws, decrees or regulations and are punished by the judicial or administrative department will incur the following penalties:
1) Students who are put under surveillance or taken into custody will be immediately expelled from the university;
2) Students who are found guilty of disturbing the peace:
A. Students who have received a warning or have been fined will receive disciplinary action in the form of a warning, serious warning, or a demerit on their record;
B. Detained students will be given a formal demerit, will be placed under surveillance and must remain on the university grounds. In some cases, students will be compelled to leave the university, depending upon the severity of the offence(s);
C. Students who are released from questioning and/or detention by judicial offices will either be allowed to remain in the university under surveillance or be expelled from the university.
11. Students who disturb the normal routine of university life or disturb the peace will incur the following disciplinary actions:
1) Students who exhibit posters, publish illegal leaflets, establish illegal organizations, or publicly distribute printed materials without the university’s approval, will either receive a warning or other type of punishment. Students whose actions cause serious consequences will receive a demerit or worse punishment, depending on the offence;
2) Students who disturb the peace by burning or scattering around materials or acting in a violent manner will receive a warning. According to the seriousness of the action, students may be forced to remain on campus or receive more serious punishment, depending upon the seriousness of the offence;
3) Students who instigate punishable activity, illegally assemble to cause public unrest, or disturb the peace on campus will be given a demerit or more serious punishment, depending upon the seriousness of the offence;
4) Students who intentionally post pornographic materials, vandalize by graffiti, or damage the university environment and, who do not change after education will be warned or punished according to the seriousness of the offence. Students who intentionally destroy important university notices and announcements will be warned or punished accordingly;
5) Students who impede university personnel or prevent them from doing their work, or students who violate university regulations will either be warned or punished accordingly.
12. Students who are absent from class without asking for leave will be given the following punishments:
Students who are absent for a total of between 12 and 23 hours of class time will be issued a warning. Students who are absent from class for between 24 and 35 hours of class time will earn a serious warning, and those absent for between a total of 36 and 47 hours of class time will be issued a record of demerit. Absenteeism for between a total of 48 and 59 hours of class time will be issued a kept-on campus notice and placed under surveillance, absenteeism of more than 60 hours will result in expulsion.
13. Students who are found guilty of cheating on their examinations or in writing their thesis will be punished according to the following criteria:
1) Students found guilty of cheating on their examinations will be confined to campus and placed under surveillance or receive more serious punishment according to the seriousness of the offence. Students who cheat repeatedly or are guilty of asking others to cheat for them, will face expulsion. Students who have others take exams in their place, or write exams for others, or who in any way organize cheating on examinations will be expelled. Students who use communication devices to cheat or engage in any form of cheating on exams will face expulsion from the university;
2) Students found guilty of plagiarizing material for use in their writing assignments, course or graduation designs will be forced to remain on campus and placed under surveillance or, in more extreme cases, be expelled from the university.
14. The students who cause disorder to the construction of harmony on campuses or disrupt social order shall be subject to the following penalties based on the severity of their offences:
1) For damaging public facilities, lawns, public sanitation or any other violations of the university's regulations on the management of public locations, the penalty shall range from warning to probation;
2) For unauthorized use of electricity, fire, hazardous equipment or any other behavior that is likely to threaten public safety, the penalty shall range from warning to probation;
3) For deliberately hindering university staff from exercising their duties, the penalty shall range from serious warning to probation;
4) For causing disturbances, throwing and smashing objects on university premises or any other actions that severely disrupt others’ studies or lifestyle, the penalty shall range from serious warning to probation;
5) For causing disturbances after excessive drinking, the penalty shall range from warning to probation based on the severity of the offence;
6) For making public or university emergency calls for malicious purposes, the penalty shall range from warning to probation;
7) For making up and spreading rumors or fabricating information, making false statements, distorting facts and the like, the penalty shall range from warning to probation;
8) For taking objects prohibited by China’s law into the university, storing or using highly toxic, inflammable, explosive, corrosive, radioactive, contagious, bacteria/virus samples or any other objects prohibited by China’s law on campus without authorization, the penalty shall range from warning to probation;
9) For any violations of the university’s moral norms, the penalty shall range from warning to probation.
15. International students are prohibited from being employed full-time, running a business, or being engaged in other business while studying on campus under GDUPT’s regulations. For violating this regulation, the penalty shall be imposed in accordance with the regulations concerned under China’s law.
16. Students who violate Internet administration regulations will incur the following penalties according to the seriousness of their cases:
1) Students who create a disturbance in the university computer network should be given serious warning according to the severity of the offences.
A. Students who are found guilty of misappropriate use of another person’s IP address to access their email;
B. Students who hack into government, company or institutional websites, or otherwise attack the Internet system;
C. Students who maliciously spread knowledge of internet system loopholes or incite others into hacking or attacking websites.
2) Students who copy or distribute harmful or damaging information through the Internet that causes serious consequences will be confined to the campus and placed under surveillance, or given more serious punishment, as circumstances dictate. They will also be reported to the judicial department.
A. Students who are found guilty of disseminating obscene and/or pornographic material, information concerning illegal gambling, violence, murder, or horror, and/or instigating others to commit similar crimes;
B. Students who are found guilty of spreading slanderous rumors or personal attacks which have an adverse effect upon another person’s honor;
C. Students who are found guilty of creating, copying, distributing and/or spreading illegal information;
D. Students who misappropriate other people’s names and release information that results in serious consequences will earn a demerit from the university, or more serious punishment depending on the circumstances.
17. Students whose actions infringe upon another person’s rights will be held responsible for paying compensation to the victim(s), (medical expenses, nutrition costs, loss of expenses, etcetera) and may face additional punishment according to the seriousness of the offense:
1) Students who instigate rumors, slander, insults, make false allegations, or those who swindle and/or abduct others will be given a serious warning or discipline, depending upon the circumstances. If this behavior causes more serious consequences, they will be confined to the campus and placed under surveillance, or earn more serious punishment, depending upon the circumstances.
2) For causing disturbances, assault and gang fighting:
A. Students who engage in fighting will be warned. If their actions cause serious consequences, they will earn a demerit or punishment, depending on the circumstances; For plotting, inciting assault or gang fighting, if it produces no consequence, the penalty shall be serious warning; if it produces consequences, the penalty shall be demerit or probation according to the severity of the offence; if the consequence is severe, the penalty shall be expulsion; for students who incite fighting, a more severe penalty shall be imposed; for the student who asks the people off campus to fight, a severe penalty shall be imposed;
B. For assaulting others without causing injuries, the penalty shall be serious warning; for assaults causing slight injuries, probation will be imposed; for those causing minor injuries, probation or expulsion; for those causing serious injuries will result in expulsion, and will be transferred to a court of law;
C. For using weapons in assault or gang fighting, the penalty shall be probation or expulsion according to the severity of the offence;
D. For students who are partial to one side in assaults under the pretext of persuasion to not fight, and what he/she does makes the assault worse, produces consequences, the penalty shall be serious warning or demerit; if the consequence is serious, the penalty shall be probation or expulsion;
E. For interrupting other people’s normal lifestyle by any means, the penalty shall be warning or serious warning; for threatening other people’ s life by any means, the penalty shall range from demerit to expulsion;
F. For providing false or misleading testimony as a witness of an offence to cause complications for the investigation, the penalty shall be serious warning or demerit;
G. For providing others with weapons in an assault or fighting, if no injury is caused, the penalty shall be serious warning or demerit; if light or minor injury is caused, demerit or probation; if serious injury is caused, probation or expulsion;
H. For provoking others through verbal insults or other ways, the penalty shall be serious warning or demerit according to the severity of the offence.
18. Students who violate university rules and/or regulations or those who hurt or disturb others with speech or otherwise cause trouble with serious consequences will incur the following punishments according to the seriousness of the case.
1) Students who want to see a fight but do not take part themselves will receive a warning from the university;
2) Students who take part in a fight but do not injure others will be warned by the university;
3) Students who inflict minor wounds on others will receive a demerit or be confined to the campus and placed under surveillance;
4) Students who seriously injure others will be forced to leave the university, or be formally expelled;
5) Students who instigate or cause trouble will be forced to leave the university or be formally expelled.
19. Students who steal, extort, swindle, embezzle, falsify a claim or take possession of public, collective or private property will be punished in the following ways, and forced to return pilfered property and/or to compensate the owners for any losses.
1) For the property worth RMB 300 Yuan or less, the penalty shall be warning;
2) For the property worth from RMB 301 yuan~500 Yuan, the penalty shall be serious warning;
3) For the property worth from RMB 501 yuan~1,500 Yuan, the penalty shall be demerit or probation depending on the severity of the offence;
4) For the property worth RMB 1,501 Yuan or more, the penalty shall be expulsion depending on the severity of the offence;
5) For those who didn’t succeed in stealing but whose action is proved to be stealing by the Security Office of LNU or the Police Department, the penalty shall range from warning to expulsion, depending on the severity of the offence;
6) For those who did not steal directly but provided information, assistance or tools to the perpetrator, the penalty shall range from warning to expulsion, depending on the severity of the offence;
7) For those who provided information, assistance or tools for disciplinary offences, those who covered up facts of the perpetrator, or concealed stolen goods for others, the penalty shall range from serious warning to probation;
8) For those who misuse others’ Student Card (or ID Card) to falsely claim other’s posting property, or steal other’s bank card, the property shall be returned to the owner. In addition to that, the penalty shall range from demerit to probation.
20. Students who take part in or organize gambling or take banned drugs will be forced to leave the university immediately.
21. Students whose alcohol abuse cause serious consequences will be liable for compensation and/or the following punishments:
1) Students who abuse alcohol and pick fights and/or make trouble will receive a warning from the university;
2) If a student has a problem with alcohol abuse and err, but they try to correct their bad behavior, will receive a demerit, be confined to campus, and be placed under surveillance;
3) Students who have problems with alcohol abuse and refuse to correct their mistakes will be compelled to leave the campus or be expelled.
22. Students whose illegal behavior infringes upon the university’s rules will receive the following punishment which includes the confiscation of any illegal income and/or the payment of compensation:
1) Students who engage in illegal trade will receive a punishment that is more serious than a warning;
2) Students who employ deception to gain a scholarship from the university will be warned;
3) Students who alter course grades, forge credentials or certificates, or falsify signatures or official seals will be either confined to campus and placed under surveillance or be more severely punished;
4) Students who intentionally and repeatedly damage public property and cause serious consequences will be compelled to leave the university, or be expelled;
5) Students who fail to pay their tuition and accommodation fees for more than one semester will be expelled from the university.
23. Students who violate fire-safety regulations and/or cause a fire will receive the following penalties based on the seriousness of the offence:
1) Students who have improper behavior but did not cause significant losses will be warned by the university;
2) Students whose improper behavior caused heavy losses will be given a demerit, be confined to the campus and placed under surveillance, or be compelled to leave the university;
3) Students who are proven arsonists and whose actions have caused heavy losses will be expelled from the university.
24. Students who commit a moral transgression will be subjected to the following penalties according to the seriousness of the offences:
1) Students who commit a moral transgression will be criticized by the university. Then, if they remain incorrigible despite repeated admonition, they will receive a warning from the university;
2) Students who ignore or knowingly violate university rules and regulations, they will receive a warning, or receive punishment according to the seriousness of their offence;
3) Students who open other’s mail or packages without permission, or damage other people’s property will receive punishment more severe than just a warning from the university;
4) Students who intimidate, induce, threaten, demand or force other students by any means to do something against their will which results in serious consequences, may receive punishment more serious than a warning from the university, depending upon the circumstances;
5) Students who force others to go on dates that result in serious consequences will be given a warning;
6) Students who follow, harass or tease others and disturb their university lifestyle will be punished more severely than simply being warned, and according to the seriousness of the offence;
7) Students who accommodate members of the opposite sex or stay overnight in an opposite sex dormitory will be punished more seriously than being confined to the campus and being placed under surveillance. Male and female students who live together will be forced to leave the university. Students who engage in voyeurism or cause disturbance to others will earn a demerit from the university, or more serious punishment depending upon the seriousness of the offence. Students who refuse to correct their behavior will be compelled to leave, or will be expelled from the university;
8) For the students who have non-marital sex that leads to serious consequences, the penalty shall be demerit or probation; For having unlawful sexual acts, the penalty shall range from demerit to expulsion;
9) Students who view, store, manufacture, distribute, duplicate or sell pornographic materials and refuse to correct their behavior will be warned, or be given more serious punishment according to the offence;
10) Students who scribble obscenities or draw lewd pictures around the university but refuse to correct their behavior will be given a demerit, or incur more serious punishment depending on the offence;
11) Students who humiliate women or have illegal sex will be confined to the campus and placed under surveillance, compelled to leave, or be expelled from the university, depending on the seriousness of the offence.
25. Students who violate dormitory regulations or management will incur the following punishments according to the seriousness of the offences:
1) Students who accommodate others in their room without permission will either be warned or incur more serious punishment, depending upon circumstances;
2) Students who always return to their dormitory late, fail to return, disturb other students, make loud noise, play loud music, dance, etcetera and refuse to correct their behavior will be warned by the university;
3) Students who engage in hooligan behavior in their dormitory, disturb the peace, or offer prostitution services will be immediately expelled;
4) For violation of dormitory regulations, staying overnight in the dormitory of the opposite sex, letting outsiders or people of the opposite sex hang around/linger or stay overnight in the dormitory, the penalty shall range from warning to serious warning. For a student who does not return to his/her dormitory after 23: 30 without permission from the International Affairs Office five nights or less, the penalty shall be warning; six nights to fifteen nights, the penalty shall be serious warming or demerit; sixteen nights or more, the penalty shall be probation.
26. For drug abuse, the penalty shall be probation or expulsion depending on the severity of the offence.
27. For violating, impairing other’s legitimate interest and personal safety; doing harm to the interest of national or collective values:
1) For unauthorized use of the identities of organizations or other individuals for personal interest:
A. For unauthorized use of the identities of organizations or other individuals for one’s personal interest, the penalty shall range between serious warning and probation in addition to compensation for the losses;
B. For unauthorized use of other’s identities to claim their money or property, the penalty of demerit or probation shall be imposed in addition to the return of the money or property that has been claimed.
2) For forging and selling certificates, seals and supporting documents or materials, or using other illegitimate methods for one’s personal interest, the penalty shall be serious warning or demerit; for severe offences, probation or expulsion;
3) For maliciously harassing, intimidating, threatening others, the penalty shall range from serious warning to probation;
4) For malicious insults, defamation, framing or false accusations aimed at damaging other people’s reputations, the penalty shall range from serious warning to probation;
5) For concealing, intercepting, destroying or opening other’s letters or telegrams without authorization, the penalty shall range from serious warning to probation;
6) For those who expose China’s state secrets or LNU’s scientific or technological achievements or LNU’s technological secrets will receive the penalty ranging from demerit to expulsion, depending on the case.
28. Dishonorable academic behaviors shall be punished in accordance with the following rules: for slight violation of the research norm, the penalty to be imposed shall be serious warning; for minor violations, demerit or probation; for serious violations, expulsion.
29. The duration of probation is six months or a year. A student’s probation may be removed when the probation period is over, and he/she shows significant improvement during the probation; the student’s probation may be cancelled ahead of schedule if he/she performs extremely well during the probation. If a student on probation continues to violate the university regulations or commits other offences, he/she shall be expelled. If a student is going to graduate in less than six months before graduation, a penalty of demerit will be imposed on him/her instead of probation, even though the latter is more appropriate for the offence. Such graduating students shall not be granted diplomas, but a Course of Completion Certificate shall be given to them.
Chapter Three
Administrative Authority for Disciplinary
Actions and Relevant Procedures
30. Generally, if a student commits a disciplinary offence, the school/ college he/she is affiliated to shall be in charge of admonishing and educating him/her and proposing relevant punitive actions. Such Proposals involving undergraduate students shall be submitted to the Students Affair Office for verification. For violations of the “Law of the People's Republic of China on Public Security Administration Punishments” or China’s criminal laws, the University’s Security Department shall be responsible for contacting the public security and judicial organizations, assisting and cooperating with them to ascertain facts, as well as filling out the Material Transference Form and passing the results of the investigation and procedures from public security and judicial organizations on to the Students Affair Office; Violations of education or examination regulations involving undergraduate students shall be handled by the Academic Affairs Office, which will work together with the school/department that the students are affiliated to in verifying the facts and then make proposals for disciplinary actions. Violations of dormitory rules shall be handled by the University Dormitory Management Centre or the International Office, which shall verify the facts and make proposals for disciplinary actions. Such proposals shall be reviewed and approved by the Students Affair Office. In special cases, the Students Affair Office shall propose disciplinary actions directly.
31. For disciplinary offences that involve students from different schools/departments, the Students Affair Office shall assemble discussions with heads of the schools/departments concerned for proposals to deal with the offences in accordance with the regulations of this document. Based on the proposals, the schools/departments shall submit suggestions of punitive actions following the regulated procedures.
32. The decision on sanctions against international students shall be handled to the Department of International Exchange and Cooperation of the Ministry of Education, the Department of Education of Guangdong Province and the Units of Exit-Entry Administration of Zhanjiang Municiple Public Security Bureau by the International Office. The relevant embassies (consulates) shall receive a copy and the parents or guardians of the students will be notified..
33. Under any of the following circumstances, a degree shall not be awarded to an international student:
1) Graduating students who did not qualify for graduation.
2) Those who renew their diplomas after graduation.
3) Those who have serious errors and are placed on probation and punishment (including probation).
34. Students who are apparently not truly repentant after being disciplined or who have been punished for similar problems will be punished more seriously.
35. International students who are expelled will be immediately deregistered and their rights and obligations will be rescinded from LNU from the day the expulsion takes effect. Zhanjiang Public Security Bureau will cancel the international student’s residency permits. International students must leave the school within two weeks from when they receive the documents imposing these actions. Any expelled students who are unreasonable, and do not leave the campus, LNU and the Public Security Bureau will take coercive measures to force international students to leave school before the deadline.
36. The documents for imposing the actions shall be in triplicate, one for the student, one for the school/department that the student is affiliated to, and the other for the International Office files. The student must sign the delivery notice upon receiving the document. Refusal to sign it shall be recorded on file by the document delivery personnel. The school/department that the student is affiliated to shall give an appropriate admonitory education to the student after receiving the document. If the document cannot reach the student concerned, the university shall publicize it as a substitute for delivery.
37. Actions which are deemed punishable but are not listed in these regulations will be handled in conjunction with these given regulations.
38. If the students disagree with the penalties, they may make an appeal to the university. The appeal procedure is in accordance with the regulations concerned at LNU.
Chapter Four: Supplementary Provisions
39. The price of commodities related to disciplinary offences for compensation shall be in accordance with the price when the commodities were bought.
40. The Students' Affairs Office and the International Affairs Office are authorized to interpret these regulations.
41. The regulation document shall become effective upon the date of issue.
International Exchange Students Administration
1. International exchange students are nominated by their universities, and then study at LNU, the host university. During their stay, the students should abide by the laws and the regulations implemented both in China and at LNU.
2. International exchange students are enrolled as General Scholars for exchange programs.
3. International exchange students are administered in a cooperative management system both by the international office and their host school in LNU:
1) The International Office shall process formalities such as new semester registrations and provide relevant administration and services. The school and the Academic Affairs Department are in charge of academic affairs;
2) The host school is expected to provide relevant services and formalities when students have their registration there, including course registration, purchase of teaching materials and course information announcement, etcetera. They are expected to act as direct executive offices.
4. Except for relevant expenses covered in conformity with accorded agreements between their universities and LNU, international exchange students should bear the expenses brought about during their stay in China.
5. International exchange students can directly check in at the designated reception desk according to the registration notice. They are expected to pay for the lodging fees if they arrive in advance. The Dormitory Management Centre will arrange rooms in accordance with relevant regulations and student types.
6. Besides the courses offered at their host school, international exchange students are allowed to select courses available in other departments and schools. Students should select courses according to the requests made by their home universities as well as their own study plans and individual interests. International exchange students are not allowed to select cross-degree courses.
7. International exchange students must select courses in accordance with the procedures of course selection. They will acquire proportional credits after passing the examinations. Transcripts will be sent to appointed offices of their home universities within 3 months of the next semester. If there is any flaw or typographical error on the transcript, please contact the Office of International Exchange and Cooperation through the home university.
8. When leaving the university, exchange students should complete departure procedures in accordance with rules and regulations (Please refer to Leaving Notice for Exchange Students). If an exchange student needs to shorten or extend his/her study at LNU, he/she should submit an application to his/her home university in advance. With the agreement from the home university, students can apply to the International Office for follow-up procedures.
9. Students admitted to LNU via agreements between colleges are administered and managed in accordance with the above regulations and relevant rules of host the colleges.
Regulations on Management of International Student Dormitories
Chapter One General Principles
1. Our university employs regulations to properly administrate over the international students’ dormitory, to ensure that each student enjoys a civilized, sanitary, quiet, and safe accommodation. Regulations for the protection of international students’ legal rights are found in the Law of the People’s Republic of China on the Control of the Exit and Entry of Foreigners, and in other related regulations.
2. The international students’ dormitory is administered by LNU’s International Office and the Dormitory Management Center.
3. LNU controls the international students’ dormitory which is to be used exclusively for the administration and housing of international students. Students who stay there must comply with the rules laid down by the university, and always cooperate with the dormitory staff.
Chapter Two Checking In and Out
4. LNU’s international students’ dormitory is to be used exclusively for international student’s accommodation. Fees for this service must be paid in full at the beginning of each semester. Students will be expected to pay for utility bills according to their own consumption.
5. International students must apply to the International Office if they intend to live in the dormitory. When their application has been approved, students must register with the dormitory staff. Students shall follow the room assignments as directed by the staff and must not change their rooms without asking for permission first.
6. If students choose to move out of the dormitory before they graduate, they must submit a written application that must be approved by the International Office. Then, they may check out of the dormitory.
7. International students who have checked out of their dormitory, but want to check in again, must repeat all the accommodation procedures detailed above.
8. Students who want to live outside of the campus must submit an official application to the International Office. Only after obtaining consent are they permitted to reside elsewhere, but they must provide the International Office detailed information regarding their new accommodation.
9. Graduate students, or those who have ceased to be a student of LNU, must vacate their dormitory room within a time period specified in the university regulations.
Chapter Three Dormitory Management
Section One: Regulations on Security
10. All staff and students of LNU entering the dormitory should present suitable photo identification. Only those approved by the staff on duty may enter the dormitory. Students who receive visitors must sign their visitor’s name and exact time of arrival and departure in the registration book. The staff on duty reserve the right to refuse admission if the visitor does not have acceptable identification.
Visiting time: Monday-Friday 14: 30 - 22: 00, a visitor’s stay should not be more than 1 hour.
Weekends and Holidays/Vacations: 9: 00 - 22: 00, a visitor’s stay should not be more than 1.5 hours.
11. Flammable, explosive, toxic, radioactive, or other dangerous items are prohibited from the dormitory. Those taking any objects out of the dormitory will be subject to having the item(s) inspected and registered by the staff on duty.
12. The students should observe personal safety and respect the safety of others in the dormitory. Burning candles or other flammable materials is prohibited. If a student encounters any abnormal situations, he/she should report it to the staff on duty or the Security Office of LNU immediately. If smoke detectors or other fire safety devices are found to have been tampered with, the person who damaged them will be required to compensate for the damages as well as pay a fine of between two to ten times the cost.
13. The entrances, walkways, stairways, hallways, balcony doors, and other public spaces should be kept clear and unobstructed at all times. Parking bicycles or piling goods in these areas is prohibited.
14. The students should safely use electricity in the dormitory. Manually extending or intertwining electrical wires, tampering with electrical outlets, and misuse of power is forbidden. Violators will be subject to disciplinary measures and/or fines. If a student damages an electrical connection for the use of a device more powerful than that which should be used, his/her electricity will not be restored until the damage is compensated for.
Section Two: Dormitory Administration
15. Students should maintain a strong state of awareness for personal safety, and for the security of their possessions.
16. Students should lock their doors and windows before leaving their rooms. Make sure that cash is safely deposited in the bank, and valuable items are properly stored and not left out in plain sight. Students should immediately report suspicious people and activities to the dormitory staff.
17. Room keys must not be lent to others under any conditions. Duplicating door keys and/or installing new door locks is strictly prohibited.
18. Exchanging rooms without permission, leasing, renting, or the appropriation of rooms by anyone who is not a student of the International Office is prohibited. Students should cooperate whenever the university or dormitory personnel have to make room adjustments.
19. Students should exercise care for university facilities, both in the dormitory and elsewhere. Any damage should be immediately reported to the dormitory staff. If a student deliberately damages any of the university’s facilities, they must pay compensation based on the replacement value and labor charges.
20. Personal decoration, destruction or any change in the dormitory room’s structure is strictly forbidden.
21. Students should keep their room and the dormitory clean at all times. Students must not pile personal items and/or trash in public areas of the dormitory. Such behavior affects building cleanliness and is therefore prohibited.
22. Students shall not write or paint on the dormitory walls or buildings. Students shall not store explosives or combustible items in their rooms. Setting off fireworks near the dormitory or campus buildings is strictly forbidden. If a fire is caused by a student’s improper behavior, they will be responsible for compensating the university, as directed. Students must assume all legal responsibility for their actions.
23. Students are prohibited from keeping pets in the dormitory.
24. Students are prohibited from the storage or use of firearms, knives, or other corrosive, explosive or otherwise dangerous items in their dormitory.
25. Students are encouraged to save power and to use water resources wisely.
26. The students living in a dormitory will be provided with accommodation only upon paying the accommodation fee. The accommodation is arranged by The International Office. The students are prohibited from living off campus.
27. Students living in a dormitory should use the assigned room and bed and should be compliant with arrangements and necessary adjustments made by the building supervisor. The students are not allowed to change or use other beds without approval. Those who need to move to another room or bed for any reason should submit a written application to the International Office and cannot make any changes until an approval is granted. Students should not move to other rooms, exchange or have extra furniture in their rooms, alter or break public dormitory facilities, paint dormitory walls, or get extra furniture which might intrude into their roommates’ living space without permission from the International Office.
28. A student is not allowed to have his/her guests stay in the dormitory room without permission from the International Office.
29. A student’s accommodation fees will not be reimbursed if he/she ceases living in the dorm due to dismissal, expulsion, or voluntarily leaving the university.
30. During holidays, including summer and winter vacations, students who wish to go back to his/her country, travel or leave the dormitory for other purposes should report to the International Affairs Office prior to departure and should return on time. In summer and winter vacations, any students who remain in the dormitory must still observe the related rules of LNU.
31. Upon graduating, students should return all LNU-owned property undamaged and leave the university in a civilized manner. Students should vacate the room according to schedule. Any student who remains in the dormitory or leaves his/her belongings in his/her room without permission will be held accountable for additional accommodation fees as well as costs which arise from his/her room being inaccessible for cleaning during that time. Moving out of the dormitory should be done in accordance with university regulations. Any student who wishes to use his/her dormitory room beyond the scheduled time should apply to the International Office, and if approved, he/she are expected to comply with whatever arrangements are made by LNU.
32. Any student who leaves the university for more than one month without reporting to the International Office, LNU has the right to rearrange his/her room and store his/her belongings for up to one month. After 30 days, the belongings will become the property of LNU.
Section Three: Regulations on Order and Cleanliness
33. Students should comply with the rules for living in the dormitory and should respect the regulated dormitory quiet hours. Lights out is at 23: 30. The opening time for the gate of the International Student Dormitory Building is from 6: 00 to 23: 30. Students who return to the dormitory late for whatever reason must register upon entering with proper identification.
34. Gambling, excessive drinking, illegal drug use, theft, fighting and other actions in violation of Chinese laws and/or LNU regulations are strictly forbidden. Smoking is also prohibited in the dormitory.
35. Students should keep quiet in the dormitory and refrain from making a racket. Students who use speakers, computers, or other acoustic equipment must take care not to disturb others. Students are not permitted to use devices prone to making loud noises in rooms, such as washing machines.
36. Selling, multi-level marketing, and other commercial activities are prohibited in the dormitory.
37. Students should conserve electricity and water and should take care of dormitory facilities. If something in the dormitory is broken, it should be reported immediately to the duty room for repair. If the dormitory facilities are damaged due to improper use, the person who damaged them must compensate for all damages. During thunderstorms, students should turn off all telephones, computers, and other electrical devices to avoid damage. Those who use the kitchens should use all kitchen equipment properly. If the equipment is broken due to improper use, the person who breaks it must compensate for all damages. Disciplinary action and/or legal action may be taken due to improper usage. Those who intentionally damage dormitory facilities will be fined from five to ten times the cost of the damage.
38. Students must not skate, play football or basketball, or do any other sports activities in the dormitory. Those who do will have their equipment confiscated. Pets and animals are not allowed in the dormitory.
39. Students should keep their living space and public areas clean. Rubbish should be placed in garbage cans. Rooms and passageways should be kept tidy, and all students should be ready for cleanliness inspections held by LNU and the International Office.
Chapter Four Punishment
40. The dormitory staff will warn students who have broken the regulations. Students who break the rules three times or more than three times risk losing their academic status at LNU.
41. If a student breaks any one of the following rules, they will forfeit their academic status, and be forced to vacate their dormitory immediately:
1) Engaging in any illegal activity in the dormitory;
2) Creating any potential safety hazard in the dormitory;
3) The lease or rental of their room or bed to others;
4) Having someone else live in the dormitory in their place;
5) Intentionally delaying payment of their accommodation fees for more than three days after being informed that payment is due;
6) Failure or refusal to register with the International Office after their visa has been renewed.
Chapter Five Appendix
42. These provisions, where the right of interpreting the details belongs exclusively to the International Office of LNU and the Student Dormitory Center of LNU.
43. The provisions take effect from their date of issue
School Badge and Students Card Administration
1. Student cards verify the holder’s identity. After new students register, they will receive a student card and school badge from the school. Upon graduation, the school will nullify the student card by placing a message on the card reading, “The holder has graduated, and this card is invalid”. Then the student’s card and school badge become merely mementos of the university.
2. Before a new term begins, student cards are invalidated until they are registered at the school. Students should always carry their student cards which are checked whenever they enter or leave the university, undertake examinations, fill out paperwork, and for identification.
3. Students must protect their student card. Students must immediately report lost student cards to the Student Affairs Department, and submit a report explaining the circumstances behind the loss, and to apply for a replacement card.
4. Student cards are reissued once, and students must pay the cost of replacement. This formality will be conducted in the 10th-11th week of every semester.
5. Students who hold two student cards, alter their names and home addresses on the card, or lend them to others will be punished.
6. Students should be aware that some people use LNU student cards for evil purposes that can involve serious consequences for which the card holder will be held liable.
Ⅲ. Security Regulations
International Students Safety Guide
Safety is very important for international students. The following section offers some helpful tips for international students while they live in China.
1. Personal Security and Awareness
1) Students should not allow themselves to become drunk at parties or banquets;
2) If a student does not feel well, they should visit the campus doctor as soon as possible. In addition, students should ask for advice about their condition either from friends and/or relatives in China, or their teachers at LNU if he/she does not know how to visit a doctor in China. Students must not delay medical treatment unnecessarily, or simply because they believe that going to hospital will bring trouble upon them;
3) It is advisable for international students to carry emergency contact information (telephone numbers for teachers, classmates and friends) at all times in case of emergency;
4) International students are expected to maintain constant contact with their friends, schoolmates and office staff whenever they travel around China;
5) International students are expected to provide family members with their contact number, and to keep in touch with them regularly.

3. Public Precautions
1) Students should only dine at or rent accommodation at registered restaurants and hotels, and students must always ask for a tax invoice while there. When traveling by taxi, students should always request a tax invoice. Be mindful of your personal belongings at all times;
2) Keep your knapsack and luggage in front of you when traveling on a bus, at railway stations, at tourist attractions, or in dining halls to prevent pilferage. Do not keep your cell-phone or wallet in your back pocket or jacket pocket where they might more easily be stolen;
3) Do not keep too much cash in your dormitory or carry too much cash with you while outside. Before leaving your room, you should place your valuables into your drawer and lock it, and lock your windows;
4) Students should not leave their laptop, mobile phone, wallet or other valuables in public places such as a classroom or a gym. When students leave the room, they should either take these items along with them, or ask their roommate or friends to look after them;
5) Students should keep their credit card pin number private when withdrawing cash at ATMs. If an ATM does not work properly, contact the China Agriculture Bank at 95599; China Bank: 95566; China Construction Bank: 95533; Industrial and Commercial Bank of China: 95588; China Merchants Bank: 95555; China Bank of Communications: 95559; Guangdong Development Bank: 95508, or report it to police on 110;
6) When you go outside the campus, please pay special attention to signs for restricted areas such as No Entry Military Area.
4. Fire Prevention
1) Please ensure that electrical appliances are used safely, and remember to turn off the power supply before leaving your dormitory;
2) Do not smoke in bed, or litter cigarette butts around. Do not burn candles in your dormitory, or connect power cords unsafely;
3) Do not remove or damage fire-fighting equipment, or block the fire exits;
4) Do not expose flammable or explosive materials to open flame. Do not ignite fireworks inside or near the dormitory building, or in the classrooms;
5) If a fire occurs, please call the fire department on 119 immediately. If it is possible and safe, you may attempt to put out a minor fire using water or a fire extinguisher.
5. Traffic safety
1) Students should conscientiously obey the traffic rules, whether they are pedestrians or drivers. Develop good habits and awareness whenever you are on the roads;
2) Students who drive while intoxicated or without a valid driver’s license or license plates will be punished to the full extent of the law;
3) Always cross the streets using the crosswalk, and do not begin walking until the traffic light turns green. Do not operate a bicycle on the wrong side of the street.
6. Protect Yourself Against Fraud
1) Keep your passport, student ID card, credit card, and other important documents in a secure place; Do not lend them to anyone. Do not freely release personal information to anyone;
2) Do not trust strangers, or lend money to people you don’t know very well;
3) Do not post personal information using your computer or cell-phone on the Internet without being absolutely sure the site is perfectly secure.
7. Protect Yourself Against Personal Injury
1) Students should pay attention to the weather forecast, and always prepare proper clothing and items to protect you against inclement weather. Keep aware of natural disasters that threaten your area such as earthquakes, typhoons, floods, landslides, etcetera;
2) Students should remain indoors during a thunderstorm or typhoon event, and make sure to close and lock your windows. If you are in the open when a storm hits, quickly make your way to a nearby building, stay away from power lines, and avoid using telephones until the storm passes;
3) Students must not swim in a swimming pool, lake, river, or the ocean unaccompanied;
4) Students should use an elevator carefully to avoid being trapped inside the elevator.;
5) Students should not go outside the campus late at night alone. Make sure to only travel with friends.
FINALLY, YOU ARE KINDLY REMINDED: Contact your teachers or the International Affairs Office for advice in any case that you are not sure how to deal with certain problems. It is unwise for you to act without proper advice.
Safety Policies for the International Students
These regulations are formulated to strengthen safety management during the international students’ studying period at LNU, to provide him/her with safe environment to study and live, to help safeguard him/her and his/her property, to uphold LNU’s honor, and to maintain order and unity on the campus.
1. An international student should abide by Chinese law and decree, and the university’s rules and regulations. If an international student commits a crime or disturbs public order, the case will be handled by China’s Bureau of Public Security and Judicial Department in accordance with Chinese law. If he/she violates LNU rules or regulations, he/she will be dealt with in line with the rules or regulations concerned.
2. An international student should not endanger China’s national security, should not act in a manner unsuitable to a student’s status, should not harm public interest, or disturb public order.
3. An international student is not to drink alcohol to excess, no gambling, no brawling, no using illegal drugs, no distributing, no copying, or selling books, magazines, videos; do not be engaged in pyramid marketing; do not be engaged in any activities that lower the image of a college student or harm social morality.
4. An international student should comply with study disciplines. If he/she wishes to hold an event with foreigners’ or non-foreigners’ involvement, he/she should request permission from the authorities concerned and obtain their approval a week in advance. Then he/she should make up a plan for the event to safeguard property safety and the safety of the participants. If an international student is invited to attend off-campus activities, he/she must report to the International Affairs Office and get approval, or he/she is responsible for any situation.
5. LNU respects international student’s national customs and his/her religious beliefs but LNU does not provide any places to be used for religious purposes. No religious activities and gatherings are allowed to be held or missionary work to be done on the campus.
6. The activities held by the international students should not bring disturbance to normal teaching or lifestyle on the campus and must be approved by the authorities concerned. International students should remember every activity he/she holds must be under law and order.
7. Driving without a driving license, driving vehicles without license plates or drunk driving will be punishable by law. An international student is encouraged to use a bicycle.
8. If a fire, traffic accident or public security case occurs, he/she may call 110 or call police at 2473110 or 3183446. If an infectious or contagious disease breaks out, international students should comply with the policies issued by LNU and the authorities concerned in order to prevent and control the disease.
9. Possession and selling of dangerous articles like inflammables, explosives, toxic drugs, knives under control are strictly prohibited on campus.
10. An international student is prohibited from being employed full-time, running a business, or being engaged in other business, but is allowed to hold a part-time job while studying on campus under LNU’s regulations.
11. If an international student violates the above policies, the Security Office will judge how serious the case is, bring forth opinions of how to handle it which are based on the LNU regulations concerned, and report it to the university. LNU will impose administrative penalties accordingly. If an international student violates Chinese law, he/she will be punished by the law.
12. The Security Office is authorized by LNU to interpret policies.
13. The policies go into effect on the date of issue.
Responsibility Pledge for the Security of International Students
To maintain good study order at the university, protect personal security of international students and ensure they can complete their schooling smoothly, this safety reminder is hereby provided in accordance with relevant Chinese laws, codes and relevant regulations of the university. International students who violate any of the following provisions or ignore the relevant safety tips must accept the appropriate consequences.
1. Comply with Chinese laws, codes and the rules and regulations of the university. Respect Chinese social morality, folkways and customs.
2. Residence permit, its change, extension and other formalities must be settled timely in accordance with relevant provisions of the public security sector.
3. Comply with dormitory management rules and regulations when living in dormitories on campus. Help make the dormitory a quiet and comfortable place. Do not speak loudly, play loud music, or listen to the television on high volume. Do not exchange/transfer rooms/beds without the consent of the dormitory management. Do not raise pets. Do not have visitors stay in the dormitories after 22:00 pm.
4. In the dormitories, use of high-power electrical appliances like an electric cooker and an electric heater or those appliances that are liable to cause fire such as an electric blanket is prohibited. No open-flame utensils shall be used. Storage of flammable, explosive or toxic articles and other dangerous articles is prohibited. Smoking is prohibited indoors.
5. Breakage, dismantling or refitting of equipment and lines in the dormitory building or rented house is prohibited. Take good care of fire facilities.
6. Secure doors and windows when leaving your room; do not simply give your room key to somebody else to avoid unauthorized duplication.
7. Do not go out late at night for excessive drinking or entertainment. If you do need to go out or return very late at night for something special, please tell your friends in advance and keep quiet when getting back so as not to disturb others.
8. Utilization of your dormitory or rented house for activities against laws and university regulations is strictly prohibited.
9. Properly keep your personal belongings safe. Deposit surplus cash in a bank; do not tell others your bank account password. Do not leave your valuables carelessly in public places like classrooms or libraries.
10. Strictly comply with traffic rules and regulations. Do not ride motor cycles, fuel-powered mopeds or high-powered battery bikes. Driving a motor vehicle without a license, driving a car after drinking alcohol, driving rapidly on campus and carrying a passenger while biking is all strictly prohibited.
11. Go to a bank for currency exchange; do not exchange currency with a private store or an individual. Exchanging currency with an unauthorized store is an unlawful act.
12. To take a taxi, make sure you choose one affiliated with an accredited taxi firm and ask for a receipt.
13. Do not set off fireworks and firecrackers or barbecue food on campus or in a dormitory.
14. Swimming at non -accredited swimming places like rivers, lakes and reservoirs is strictly prohibited. Do not tour around a place in threatening weather conditions.
15. Gambling, excessive drinking, physical fighting and other behaviors that disturb the working, education, research order of the university, or the normal life of the faculty and students, are strictly prohibited.
Visas and Residence Permit Need-To-Know for the International Students
1. International students must come to China with a study visa (“X1 or X2”). If a student has come with a tourist visa, he/she must change it to a study visa.
2. International students must go to the local police station to fill the Registration Form of Temporary Accommodation within 24 hours after entry according to LAW OF THE PEOPLE'S REPUBLIC OF CHINA ON CONTROL OF THE ENTRY AND EXIT OF ALIENS.
3. New students must go to the Zhanjiang International Travel Healthcare Center (ZITHC) for a physical exam or verification within 10 days after he/she arrives in China. The qualified student will receive a health certificate, which is needed for a residence permit. The International Office will arrange a physical exam or verification for a new student.
4. An international student should apply for a residence permit within 30 days after he/she arrives in China. The length of residence permit will be the same as the length as he/she studies in China. A student with a valid residence permit does not need to apply for a re-entry visa when he/she enters or exits during this period.
5. Any international student who needs a residence permit extension due to a lost or changed passport or any other reasons should go to the Units of Exit-Entry Administration of Zhanjiang Municiple Public Security Bureau to handle it by himself/herself with all necessary documents.
6. Any international student who wants to extend the residence permit or visa, must apply to the Units of Exit-Entry Administration of Zhanjiang Municiple Public Security Bureau with all the required documents. A residence permit extension should be handled at least one month before it expires; A visa extension should be handled at least one week before it expires.
7. Any international student who transfers to LNU should have his/her residence permit changed within 10 days after arrival.
8. Any international student who is going to leave LNU due to a transfer, dropping out or for other reasons must go to the International Office to go through the formalities of their residence permit. Otherwise, he/she will take the full responsibility of their illegal stay.
9. All international students should prepare necessary documents and complete procedures concerned by himself/herself if he/she wants to travel to Hong Kong, Macao and other countries.
10. In general, LNU does not invite the student’s spouse or his/her children to accompany them. If necessary, they can only come to China with a tourist visa.
11. In case of a lost passport or the need to renew, the student should immediately report to the International Office and apply for a new passport from his/her country’s embassy in China by himself/herself, and then go to the Exit-Entry Administration Detachment of Zhanjiang Public Security Bureau to apply for a new residence permit.
12. All the expenses for a physical exam, verification of the physical exam, change of visa type, handling of the residence permit and its transfer or extension should be borne by the student.
13. A student should take care of his/her passport and the validity period of the residence permit. If it is overdue, he/she will be responsible for all the consequences.
14. After finishing study in LNU, an international student must leave China before his/her residence permit expires. If it needs to be extended for some reason, the student must go to the International Office to go through the formalities of applying for a residence permit extension.
Exit and Entry Administration Law of the People's Republic of China (Excerpt)
(Adopted at the 27th meeting of the Standing Committee of the Eleventh National People’s Congress of the People’s Republic of China on June 30, 2012, and is hereby promulgated and shall come into force as of July 1, 2013)
Chapter III
Entry and Exit of Foreigners
Section 1 Visa
15. In order to enter China, foreigners shall apply to the visa-issuing authorities stationed abroad for a visa, except as otherwise provided for in this Law.
16. Visas are categorized as either a diplomatic visa, a courtesy visa, an official visa or an ordinary visa.
Diplomatic or official visas shall be issued to foreigners who enter China for diplomatic or official reasons; and courtesy visas shall be issued to foreigners who are given courtesy due to their special status. The scope and measures for issuing diplomatic, courtesy and official visas shall be stipulated by the Ministry of Foreign Affairs.
Appropriate types of ordinary visas shall be issued to foreigners who enter China due to non-diplomatic or official reasons including work, study, family visit, travel, business activities and talent introduction. The types of ordinary visas and relevant issuance measures shall be stipulated by the State Council.
16. 17. The registered items of a visa shall include visa type, name, sex, date of birth, number of allowed entries, validity period of entry and duration of stay of the holder, date and place of issuance, as well as a passport number or other international travel documents number.
18. Foreigners who apply for visas shall submit their passports or other international travel documents, as well as information of specific application matters, to the visa-issuing authorities stationed abroad. They shall go through relevant formalities and accept interviews in accordance with the requirements of the visa-issuing authorities stationed abroad.
19. Where foreigners applying for visas need to provide written invitations issued by entities or individuals within China, the applicants shall provide such invitations in accordance with the requirements of the visa-issuing authorities abroad. Entities or individuals that issue written invitations shall be liable for the fidelity of the contents.
20. Foreigners who need to enter China urgently for humanitarian reasons, or are invited to enter China for urgent business or rush repair work, or have other urgent needs, and hold materials that prove the competent departments’ approval of their applying for visas at port, may apply for port visas with the visa-issuing authorities entrusted by the Ministry of Public Security at the ports (hereinafter referred to as “port visa authorities”) which are approved to issue port visas by the State Council.
Travel agencies that organize inbound tourism in accordance with relevant State regulations may apply for group tourist visas from port visa authorities.
Foreigners who apply to port visa authorities for visas shall submit their passports or other international travel documents, as well as relevant information of specific application matters. They shall go through relevant formalities in accordance with the requirements of the port visa authorities and enter China at the ports where they apply for visas.
Visas issued by port visa authorities shall be single entry and the duration of stay shall not exceed 30 days.
21. Under any of the following circumstances, visas shall not be issued to foreigners:
1) Was deported, or was repatriated upon decision, and the No-Entry-into-China period has not expired;
2) Is suffering from serious mental disorders, infectious tuberculosis or other infectious diseases that may severely jeopardize the public health;
3) May endanger China’s national security or interests, or disrupt social and public order, or engage in other illegal or criminal activities;
4) Resort to fraudulent acts in visa application or cannot guarantee expected expenditures during their stay in China;
5) Fail to submit relevant information required by the visa-issuing authorities;
6) Other circumstances in which visa authorities consider a visa should not be issued.
The visa-issuing authorities are not required to give reasons for refusing the issuance of a visa.
22. Under any of the following circumstances, foreigners may be exempt from applying for visas:
1) So exempted based on the visa exemption agreements signed by the Chinese government with the governments of other countries;
2) Hold valid foreigners’ residence permits;
3) Hold connected passenger tickets and are in transit to a third country or region by an international aircraft, ship or train via China, will stay for not more than 24 hours in China without leaving the port of entry, or will stay in the specific zones approved by the State Council within the prescribed time limit;
4) Other circumstances stipulated by the State Council in which visas may be exempted.
23. Where foreigners under any of the following circumstances need to enter China temporarily, they shall apply to exit/entry border inspection agencies for going through the formalities for temporary entry:
1) Foreign seamen and their accompanying family members disembark at cities where the ports are located;
2) Persons specified in Subparagraph (3) of Article 22 of this Law need to leave ports;
3) Foreigners need to enter China temporarily due to force majeure or for any other urgent reason.
The duration of stay for temporary entry shall not exceed 15 days.
For foreigners who apply for going through the formalities for temporary entry, exit/entry border inspection authorities may require such foreigners, the persons in charge of the transport vehicles used for such foreigners’ entry or the agencies handling the exit/entry business for transport vehicles to provide necessary guaranty measures.
Section 2 Entry and Exit
24. Foreigners who enter China shall submit their passports, other international travel documents, visas or other entry permits to the exit/entry border inspection authorities for examination, go through the prescribed formalities, and may enter upon examination and approval.
25. Under any of the following circumstances, foreigners shall not be allowed to enter China:
1) Hold no valid exit/entry documents, or refuse or evade border inspection;
2) Are involved in any of the circumstances specified in Subparagraph (1) through (4) of the first paragraph of Article 21 of this Law;
3) May engage in activities not conform to the types of visa after entering China;
4) Other circumstances in which entry is not allowed in accordance with laws or administrative regulations.
Exit/entry border inspection authorities are not required to give reasons for denying an entry.
26. Exit/entry border inspection authorities shall order foreigners who are denied entry in China to return, and shall force the return of those who refuse to do so. While waiting for return, those foreigners shall not leave the restricted zones.
27. Foreigners who exit China shall submit their exit/entry documents including passports or other international travel documents to the exit/entry border inspection authorities for examination, go through prescribed formalities, and may exit upon examination and approval.
28. Under any of the following circumstances, foreigners shall not be allowed to exit China:
1) Are sentenced to criminal punishments, the execution of which are not completed, or suspects or defendants in criminal cases, except those who are sentenced and transferred under relevant agreements between China and foreign countries;
2) Are involved in unsettled civil cases and are not allowed to exit China upon decision of the people’s courts;
3) Are in arrears of paying off labor remuneration and therefore are not allowed to exit by decision of the relevant departments under the State Council or of the people’s governments of provinces, autonomous regions or municipalities directly under the Central Government;
4) Other circumstances in which exit shall not be allowed in accordance with laws or administrative regulations.
Chapter IV
Stay and Residence of Foreigners
Section 1 Stay and Residence
29. Where the duration of stay specified in a visa held by a foreigner does not exceed 180 days, the holder may stay in China within the duration specified therein.
Where the duration of stay needs to be extended, the visa holder shall file an application with the exit/entry administration of public security organ under the local people’s government at or above the county level in the place of his stay seven days prior to the expiry of the duration specified in the visa, and shall submit information of specific application matters in accordance with relevant requirements. If upon examination, the reasons for extension are appropriate and sufficient, such extension shall be granted; if an extension is denied, the foreigner shall leave China on the expiry of the duration.
The accumulated length of extension shall not exceed the original duration of stay specified in the visa.
30. Where visas held by foreigners specify that foreigners need to apply for residence permits after entry, such foreigners shall, within 30 days from the date of their entry, apply to the exit/entry administrations of public security organizations under local people’s governments at or above the county level in the proposed places of residence for foreigners’ residence permits.
Applicants for foreigners’ residence permits shall submit their passports or other international travel documents, as well as relevant information of specific application matters, and provide biometric identification information such as fingerprints. The exit/entry administrations of public security organizations shall, within 15 days upon the date of receipt, conduct examination and make a decision thereupon. Based on the purpose of residence, those administrations shall issue the appropriate types of foreigners’ residence permits with the duration.
The validity period of a foreigner’s work-type residence permit shall be 90 days at the minimum and five years at the maximum; and the validity period of a non-work-type foreigner’s residence permit shall be 180 days at the minimum and five years at the maximum.
31. Under any of the following circumstances, a foreigner’s residence permit shall not be issued:
1) The visa held does not belong to the type for which a foreigner’s residence permit should be issued;
2) Resorts to fraudulent acts in application;
3) Fails to provide relevant supporting materials in accordance with relevant regulations;
4) Is not eligible to reside in China because of violation of relevant Chinese laws or administrative regulations;
5) Other circumstances in which the issuing authority considers a foreigner’s residence permit should not be issued. Foreigners with expertise and foreign investors who conform to relevant State regulations or foreigners who need to change their status from stay to residence for humanitarian or other reasons, may undergo the formalities for obtaining foreigner’s residence permits upon approval by the exit/entry administrations of public security organizations under local people’s governments at or above the city with districts.
32. Foreigners residing in China who apply for the extension of the duration of residence shall, within 30 days prior to the expiry of the validity period on their residence permits, file applications with the exit/entry administrations of public security organizations under local people’s governments at or above the county level, and submit relevant information of specific application matters in accordance with relevant requirements. If upon examination, the reasons for extension are appropriate and sufficient, an extension shall be granted; if an extension is denied, the foreigner concerned shall leave China on the expiry of the validity period specified in their residence permits.
33. The registered items of a foreign residence permit shall include name, sex, date of birth, reason for residence and duration of residence of the holder, date and place of issuance, passport number or other international travel documents number.
Where the registered item in a foreigner’s residence permit has changed, the holder shall, within 10 days from the date of change, apply to the exit/entry administration of public security organ under the local people’s government at or above the county level in the place of residence for going through the formalities for alteration.
34. Where visa-exempt foreigners need to stay in China longer than the visa-free period, or foreign seamen and their accompanying family members need to leave the cities where the ports are located, or under other circumstances in which foreigners’ stay permits should be applied for, they shall apply for such permits in accordance with relevant regulations.
The maximum validity period of a foreigner’s stay permit shall be 180 days.
35. Where ordinary visas, stay or residence permits held by foreigners need to be reissued due to damage, loss, theft, robbery or other reasons in compliance with relevant State regulations after foreigners enter China, those foreigners shall apply for a reissue with the exit/entry administrations of public security organizations under local people’s governments at or above the county level in the places of stay or residence in accordance with relevant regulations.
36. Decisions made by the exit/entry administration of public security organ on rejecting applications for visa extension or reissuance, or on not issuing foreigners’ stay or residence permits or not extending the duration of residence shall be final.
37. Foreigners who stay or reside in China shall not engage in activities not corresponding to the purpose of stay or residence, and shall leave China prior to the expiry of the prescribed duration of stay or residence.
38. Foreigners having reached the age of 16 who stay or reside in China shall carry with them their passports or other international travel documents, or foreigners’ stay or residence permits, and accept the inspection of public security organizations.
Foreigners who reside in China shall, within the prescribed time limit, submit foreigners’ residence permits to public security organizations under local people’s governments at or above the county level in the places of residence for examination.
39. Where foreigners stay in hotels in China, the hotels shall register their accommodation in accordance with the regulations on the public security administration of the hotel industry, and submit foreigners’ accommodation registration information to the public security organizations in the places where the hotels are located.
For foreigners who reside or stay in domiciles other than hotels, they or the persons who accommodate them shall, within 24 hours after the foreigners’ arrival, go through the registration formalities with the public security organizations in the places of residence.
40. For foreign infants born in China, their parents or agents shall, within 60 days after they are born, on the strength of the birth certificates, go through the formalities for stay or residence registration for them with the exit/entry administrations of public security organizations under people’s governments at or above the county level in the places of their parents’ stay or residence.
For foreigners who decease in China, their relatives, guardians or agents shall, in accordance with relevant regulations, on the strength of the death certificates, report their death to the exit/entry administrations of the public security organizations under local people’s governments at or above the county level to cancel their stay or residence permits.
41. Foreigners who work in China shall obtain work permits and work-type residence permits in accordance with relevant regulations. No entities or individuals shall employ foreigners who have no work permits or work-type residence permits.
The administrative measures for foreigners working in China shall be stipulated by the State Council.
42. The competent department of human resources and social security and the competent department in charge of foreign experts’ affairs under the State Council shall, in conjunction with relevant departments under the State Council, formulate and regularly adjust the guiding catalogue for foreigners working in China based on the needs for economic and social development as well as the supply and demand of human resources.
The competent department of education under the State Council shall, in conjunction with relevant departments under the State Council, establish an administrative system for international students working to support their study in China and set forth regulations on the scope of jobs and the limit of work time for such international students.
43. Any of the following acts of foreigners shall be deemed unlawful employment:
1) Work in China without obtaining work permits or work-type residence permits in accordance with relevant regulations;
2) Work in China beyond the scope prescribed in the work permits;
3) International students work in violation of the regulations on the administration of international students working to support their study in China and work beyond the prescribed scope of jobs or prescribed time limit.
44. On the basis of the need for maintaining national security and public security, public security organizations and national security organizations may impose restrictions on foreigners and foreign institutions from establishing places of residence or work in certain areas; and may order that established places of residence or work be relocated within a prescribed time limit.
Without approval, foreigners shall not access foreigner-restricted areas.
45. Entities that employ foreigners or enroll international students shall report relevant information to local public security organizations in accordance with relevant regulations.
Citizens, legal persons or other organizations who find foreigners illegally entering, residing or working in China shall duly report such matter to the local public security organization.
46. Foreigners applying for refugee status may, during the screening process, stay in China on the strength of temporary identity certificates issued by public security organizations; foreigners who are recognized as refugees may stay or reside in China on the strength of refugee identity certificates issued by public security organizations.
Section 2 Permanent Residence
47. Foreigners who have made remarkable contribution to China’s economic and social development or meet other conditions for permanent residence in China may obtain permanent residence status upon application approved by the Ministry of Public Security.
The administrative measures for examination and approval of foreigners’ permanent residence in China shall be stipulated by the Ministry of Public Security and the Ministry of Foreign Affairs in conjunction with relevant departments under the State Council.
48. Foreigners who have obtained permanent residence status may reside or work in China on the strength of permanent residence permits, and exit or enter China on the strength of their passports and permanent residence permits.
49. Where foreigners fall under any of the following circumstances, the Ministry of Public Security shall decide to cancel their permanent residence status in China:
1) Endanger China’s national security or interests;
2) Are deported;
3) Obtain permanent residence status in China by fraudulent acts;
4) Fail to reside in China for the prescribed time limit;
5) Other circumstances in which foreigners are not eligible to reside in China permanently.
Chapter VII
Legal Liabilities
70. Unless otherwise provided for in this Chapter, the administrative penalties prescribed in this Chapter shall be decided by the public security organization under local people’s governments at or above the county level or the exit/entry border inspection authorities. Penalties involving the imposition of warnings or fines of not more than RMB 5,000 yuan may be decided by the exit/entry administrations of public security organizations under local people’s governments at or above the county level.
71. Persons who commit any of the following acts shall be fined not less than RMB 1,000 yuan but not more than RMB 5,000 yuan; where circumstances are serious, such persons shall be detained for not less than five days but not more ten days and may also be fined not less than RMB 2,000 yuan but not more than RMB 10,000 yuan.
1) Exit or enter China with forged, altered or fraudulently obtained exit/entry documents;
2) Exit or enter China using others’ exit/entry documents;
3) Evade exit/entry border inspection;
4) Illegally exit or enter China in any other way.
72. Persons who assist others in illegally exiting or entering China shall be fined not less than RMB 2,000 yuan but not more than RMB 10,000 yuan; where circumstances are serious, they shall be detained for not less than 10 days but not more than 15 days and shall also be fined not less than RMB 5,000 yuan but not more than RMB 20,000 yuan, and the illegal gains, if any, shall be confiscated.
Entities engaging in any of the acts prescribed in the preceding paragraph shall be fined not less than RMB 10,000 yuan but not more than RMB 50,000 yuan, with the illegal gains confiscated if there are any; and the persons in charge of the entities who are directly responsible and other persons directly responsible shall be punished in accordance with the provisions in the preceding paragraph.
73. Persons who obtain exit/entry documents such as visas or stay or residence permits by resorting to fraudulent acts shall be fined not less than RMB 2,000 yuan but not more than RMB 5,000 yuan; where circumstances are serious, they shall be detained for not less than 10 days but not more than 15 days and shall also be fined not less than RMB 5,000 yuan but not more than RMB 20,000 yuan.
Entities engaging in any of the acts prescribed in the preceding paragraph shall be fined not less than RMB 10,000 yuan but not more than RMB 50,000 yuan; and the persons in charge of the entities who are directly responsible and other persons directly responsible shall be punished in accordance with the provisions in the preceding paragraph.
74. Persons who issue written invitations or other application materials to foreigners in violation of this Law shall be fined not less than RMB 5,000 yuan but not more than RMB 10,000 yuan, with the illegal gains confiscated if there are any, and shall also be ordered to bear exit expenses of the invited foreigners.
Entities engaging in any of the acts prescribed in the preceding paragraph shall be fined not less than RMB 10,000 yuan but not more than RMB 50,000 yuan, with the illegal gains confiscated if there are any, and shall also be ordered to bear exit expenses of the invited foreigners; the persons in charge of the entities who are directly responsible and other persons directly responsible shall be punished in accordance with the provisions in the preceding paragraph.
75. Where Chinese citizens are repatriated due to illegally going to other countries or regions after exiting China, exit/entry border inspection authorities shall confiscate their exit/entry documents. Exit/entry document issuing authorities shall refuse to issue new exit/entry documents to such citizens for a period ranging from six months to three years calculating from the date of their repatriation.
76. Under any of the following circumstances, a warning shall be given, and a fine of not more than RMB 2,000 yuan may also be imposed:
1) Foreigners refuse to accept examination of their exit/entry documents by public security organizations;
2) Foreigners refuse to submit their residence permits for examination;
3) Persons concerned fail to go through the formalities for foreigners’ birth registration or death declaration in accordance with relevant regulations;
4) Foreigners fail to go through the formalities for altering registration in accordance with the relevant regulations when there is any change in the registered items in their residence permits;
5) Foreigners in China use others’ exit/entry documents;
6) Persons concerned fail to go through registration formalities in accordance with the provisions in the second paragraph of Article 39 of this Law.
Hotels that fail to process accommodation registration for foreigners shall be punished in accordance with the relevant provisions of the Law of the People’s Republic of China on Penalties for Administration of Public Security; hotels that fail to submit foreigners’ accommodation registration information to public security organizations shall be given a warning; where circumstances are serious, such hotels shall be fined not less than RMB 1,000 yuan but not more than RMB 5,000 yuan.
77. Foreigners accessing foreigner-restricted areas without approval shall be ordered to leave promptly; where circumstances are serious, such foreigners shall be detained for not less than five days but not more than ten days. The text records, audio-visual data, electronic data and other articles illegally obtained thereof by the foreigners shall be confiscated or destroyed, and the tools used for the aforementioned purposes shall be confiscated.
Foreigners or foreign institutions refusing to execute decisions made by public security organizations or national security organizations ordering them to relocate within a prescribed time limit shall be given a warning and be relocated mandatorily; where circumstances are serious, relevant responsible persons shall be detained for not less than five days but not more than fifteen days.
78. Foreigners who reside in China illegally shall be given a warning; where circumstances are serious, they shall be imposed with a fine of RMB 500 yuan per day, with a cap of RMB 10,000 yuan in total, or be detained for not less than five days but not more than 15 days.
Where guardians or other persons responsible for guardianship fail to perform the guardian obligation and result in foreigners below 16 years of age residing in China illegally, the said guardians or other obligated persons shall be given a warning and may also be fined not more than RMB 1,000 yuan.
79. Persons harboring or hiding foreigners who illegally enter or reside in China, or assisting such foreigners in evading inspection, or providing, in violation of the law, exit/entry documents for foreigners who illegally reside in China shall be fined not less than RMB 2,000 yuan but not more than RMB 10,000 yuan; where circumstances are serious, such persons shall be detained for not less than five days but not more than fifteen days and shall also be fined not less than RMB 5,000 yuan but not more than RMB 20,000 yuan, with the illegal gains confiscated if there are any.
Entities engaging in any of the acts prescribed in the preceding paragraph shall be fined not less than RMB 10,000 yuan but not more than RMB 50,000 yuan, with the illegal gains confiscated if there are any; and the persons in charge of the entities who are directly responsible and other persons directly responsible shall be punished in accordance with the provisions in the preceding paragraph.
80. Foreigners who work in China illegally shall be fined not less than RMB 5,000 but not more than RMB 20,000 yuan; where circumstances are serious, they shall be detained for not less than five days but not more than fifteen days and shall also be fined not less than RMB 5,000 yuan but not more than RMB 20,000 yuan.
Persons who introduce jobs to ineligible foreigners shall be fined RMB 5,000 yuan for each job illegally introduced to one foreigner, with a cap of not more than RMB 50,000 yuan in total; and entities that introduce jobs to ineligible foreigners shall be fined RMB 5,000 yuan for each job illegally introduced to one foreigner, with a cap of RMB 100,000 yuan in total; and the illegal gains, if any, shall be confiscated.
Individuals or entities that illegally employ foreigners shall be fined RMB 10,000 yuan for each illegally employed foreigner, with a cap of RMB 100,000 yuan in total; and the illegal gains, if any, shall be confiscated.
81. Where foreigners engage in activities not corresponding to the purposes of stay or residence, or otherwise violate the laws or regulations of China, which makes them no longer eligible to stay or reside in China, they may be ordered to exit China within a time limit.
Where a foreigner’s violation of this Law is serious but does not constitute a crime, the Ministry of Public Security may deport them. The penalty decision made by the Ministry of Public Security shall be final.
Deported foreigners shall not be allowed to enter China within 10 years calculating from the date of deportation.
82. Under any of the following circumstances, relevant persons shall be given a warning and may also be fined not more than RMB 2,000 yuan:
1) Disrupt the administrative order of the restricted zones of ports;
2) Foreign seamen or their accompanying family members disembark without going through the formalities for temporary entry;
3) Embark on or disembark from foreign ships without obtaining boarding passes.
Persons who violate Subparagraph (1) of the preceding paragraph may be detained for not less than five days but not more than ten days if the circumstances are serious.
83. Where transport vehicles fall under any of the following circumstances, the persons in charge of the transport vehicles shall be fined not less than RMB 5,000 yuan but not more than RMB 50,000 yuan:
1) Exit or enter China without examination and approval, or change the ports of exit or entry without approval;
2) Fail to truthfully declare information of staff, passengers, goods or articles, or refuse to assist in exit/entry border inspection;
3) Embark or disembark passengers, or load or unload goods or articles in violation of the regulations on exit/entry border inspection.
Transport vehicles that exit or enter China carrying persons who are not allowed to exit or enter China shall be fined not less than RMB 5,000 yuan but not more than RMB 10,000 yuan for each aforesaid person carried. Where the persons in charge of the transport vehicles prove that they have taken reasonable preventative measures, they may be given mitigated penalties or be exempt from penalties.
84. Where transport vehicles fall under any of the following circumstances, the persons in charge of the transport vehicles shall be fined not less than RMB 2,000 yuan but not more than RMB 20,000 yuan:
1) Chinese or foreign ships berth alongside foreign ships without approval;
2) Foreign ships or aircrafts fail to navigate according to the prescribed routes in China;
3) Ships and aircrafts that exit or enter China access areas outside the ports open to foreign countries.
85. Where staff members performing the duty of exit/entry administration commit any of the following acts, they shall be given disciplinary sanctions in accordance with the law:
1) In violation of laws or administrative regulations, issue exit/entry documents such as visas or stay or residence permits to foreigners who do not meet the prescribed conditions;
2) In violation of laws or administrative regulations, examine and allow the exit or entry of persons or transport vehicles that do not meet the prescribed conditions;
3) Divulge personal information gained in exit/entry administration work and infringing the legitimate rights and interests of relevant parties;
4) Fail to turn over in accordance with relevant regulations to the State Treasury the fees, fines or illegal gains or property that are collected or confiscated in accordance with the law;
5) Privately share, encroach on or misappropriate the funds or articles confiscated or seized or the fees collected;
6) Other failures in performing statutory duties in accordance with the law, such as abuse of power, dereliction of duty, or resorting to malpractice for personal gain.
86. In the case of violation of regulations on exit/entry administration and that a fine of not more than RMB 500 yuan should be imposed, the exit/entry border inspection authorities may make a penalty decision on the spot.
87. Persons or entities that are fined for violation of regulations on exit/entry administration shall pay their fines in the designated banks within 15 days from the date of receiving the written decision on penalty. Where it is difficult to collect fines after a fine is imposed because the person or entity subject to penalty has no fixed domicile in the place where the fine is imposed, or it is difficult to pay fine to the designated bank at the port, the fine may be collected on the spot.
88. Where a violation of this Law constitutes a crime, criminal liabilities shall be investigated in accordance with the law.
Chapter VIII
Supplementary Provisions
89. Definitions of the following terms mentioned in this Law:
Exit refers to leaving the Chinese mainland for other countries or regions, for the Hong Kong Special Administrative Region or the Macao Special Administrative Region, or for Taiwan Region.
Entry refers to entering the Chinese mainland from other countries or regions, from the Hong Kong Special Administrative Region or the Macao Special Administrative Region, or from Taiwan Region.
Foreigners refer to persons without Chinese nationality.
90. Upon approval by the State Council, provinces and autonomous regions bordering on neighboring countries may, in accordance with the boundary administration agreements signed by China with relevant countries, formulate local regulations or local government rules to regulate the association of residents in border areas of the two countries.
91. Where there are other regulations on the administration of the entry/exit, stay or residence of the members of foreign diplomatic and consular missions in China, or the entry/exit, stay or residence of other foreigners who enjoy diplomatic privileges and immunities, these regulations shall prevail.
92. Foreigners who apply for exit/entry documents such as visas or foreigner stay, or residence permits or apply for document extension or alteration shall pay visa fees or document fees in accordance with relevant regulations.
93. This Law shall come into force as of July 1, 2013. The Law of the People’s Republic of China on the Entry and Exit Administration of Foreigners and the Law of the People’s Republic of China on the Entry and Exit Administration of Chinese Citizens shall be annulled simultaneously.
Provisions on the Administration of Religious Activities of Aliens within the Territory of the People’s Republic of China
(Promulgated by Decree No. 144 of the State Council of the People's Republic of China)
1. These Provisions are formulated in accordance with the Constitution in order to ensure the freedom of religious belief of aliens within the territory of the People's Republic of China and to maintain the public interests of the society.
2. The People's Republic of China respects the freedom of religious belief of aliens within Chinese territory and protects friendly contacts and cultural and academic exchanges of aliens with Chinese religious circles in respect of religion.
3. Aliens may participate in religious activities at Buddhist monasteries, Taoist temples, mosques, churches and other sites for religious activities within Chinese territory. Aliens may preach and expound the scripture at Chinese sites for religious activities at the invitation of Chinese religious bodies at or above the level of province, autonomous region and municipality directly under the Central Government.
4. Aliens may hold religious activities attended by aliens at the sites for religious activities approved by the department of religious affairs of the people's government at or above the county level.
5. Aliens within Chinese territory may invite Chinese religious personnel to conduct such religious ceremonies as baptism, weddings, funerals, Taoist and Buddhist rites.
6. Aliens entering Chinese territory may carry religious printed matter, religious audio-visual products and other religious articles for personal use; if the amount of such religious printed matters, religious audio-visual products and other religious articles is greater than for personal use, it shall be dealt with in accordance with the provisions of the Chinese Customs.
Religious printed matter or religious audio-visual products whose contents are detrimental to the public interests of Chinese society are forbidden to bring into Chinese territory.
7. Aliens within Chinese territory shall recruit the persons to study abroad to be trained as religious personnel or come to study or teach at Chinese religious institutions in accordance with the relevant provisions of China.
8. Aliens who conduct religious activities within Chinese territory shall abide by Chinese laws and regulations, shall not establish religious organizations, set up religious offices, sites for religious activities or run religious institutions within Chinese territory, not may they develop followers, appoint religious personnel or engage in other missionary activities.
9. Where aliens conduct religious activities that violate these Provisions, the departments of religious affairs and other related departments of the people's government at or above the county level shall dissuade or stop them; where those activities violate the control of the entry and exit of aliens or administration of public security, the public security organizations shall punish them in accordance with the law; where a crime is constituted, they shall be investigated for their criminal responsibility by the judicial organizations.
10. These Provisions are applicable to religious activities of foreign bodies within Chinese territory.
11. Chinese citizens residing abroad within Chinese territory, Taiwan residents on the Mainland, the residents of Hong Kong and Macao in the inland shall conduct religious activities with reference to these Provisions.
12. The department of religious affairs of the State Council shall be responsible for the interpretation of these Provisions.
13. These Provisions shall enter into force as of the date of promulgation.
